In recent years, enterprises and cooperatives in the province have continuously grown and developed in all aspects, gradually enhancing their reputation, brand, and competitiveness in the market; increasingly affirming their position and role in the cause of socio -economic development, participating in international economic integration; enterprises have produced and operated more effectively, increased state budget revenue, created jobs for workers, and contributed to ensuring social security. In 2024, the whole province established 138 new enterprises with a total registered capital of 780 billion VND. There were 105 enterprises re-entering the market, 227 enterprises withdrawing from the market; 26 new cooperatives were established with a total registered capital of 47,270 billion VND. Since the beginning of the year, 42 new enterprises and 6 cooperatives have been established with a total registered capital of 128 billion VND. In the province, there are currently 2,153 enterprises with registered capital of VND 25,579 billion, of which 1,336 enterprises are operating (accounting for 52.76%) with registered capital of VND 17,454 billion; 450 cooperatives with 3,835 members, total charter capital of VND 1,047 billion, of which 294 cooperatives are operating (accounting for 65.33%).
The growth rate of the private economic sector increased by 5%/year, contributing 61.84% of GRDP; creating about 18,000 jobs, contributing large resources to society. In 2024, the Provincial People's Committee organized 2 dialogue conferences between the leaders of the Provincial People's Committee and enterprises, investors, and cooperatives. The Provincial Economic Zone Management Board organized a conference to exchange domestic and foreign enterprises, implement digital border gates, and promote import and export; the Department of Science and Technology organized a conference to meet with enterprises and cooperatives in the field of science and technology and a workshop to improve the effectiveness of management of traceability of products and goods in the province; the Department of Industry and Trade organized 2 dialogue conferences with enterprises and cooperatives in the fields of trade and energy management; The provincial police organized a dialogue conference between the provincial police and enterprises on administrative procedures and security and order assurance; the districts of Hoa An, Thach An, Ha Lang, Bao Lam, Bao Lac, Trung Khanh, Quang Hoa... organized a dialogue conference between enterprises and the Chairman of the district People's Committee.
The province focuses on implementing policies to support enterprises and cooperatives to promote production and consumption of products; innovate, link value chains and develop forms of production and service organization in the agricultural sector; digital transformation and access to banking and credit resources. Specialized departments have implemented many practical activities to create a bridge to promote cooperation opportunities between enterprises, distributors and consumers; create conditions for enterprises, establishments and cooperatives to promote and introduce products to a large number of consumers nationwide, such as: Supporting 13 enterprises and cooperatives to participate in domestic and foreign conferences and fairs; organizing the Provincial OCOP Product Trade Promotion Fair in 2024 with a scale of 120 booths; Cao Bang (Vietnam) - Baise (China) International Trade Fair in 2024...
Organize training courses to improve the operational capacity of enterprises and cooperatives, such as supporting 9 enterprises and 13 cooperatives to participate in training courses on digital business skills to develop brands and build images for enterprises and cooperatives in Lao Cai, Hanoi and Thai Nguyen. Organize 14 training courses on developing commercial human resources for 470 trainees who are enterprises, cooperatives and business households operating in ethnic minority and mountainous areas.
Strengthening support for the implementation of value chain linkage models using capital from national target programs. The One Commune One Product (OCOP) program continues to be promoted, the quality and competitiveness of products are increasingly improved. Up to now, the whole province has 171 OCOP products (including 10 4-star OCOP products and 161 3-star OCOP products) belonging to 4 product groups, of 117 entities including 27 cooperatives, 10 cooperative groups, 7 enterprises, 73 production and business households.
From 2024 to present, 320 million VND has been directly supported for 10 enterprises and cooperatives to carry out digital transformation. Over 3.9 billion VND has been supported through the implementation of science and technology tasks for 4 projects directly led by 4 enterprises and cooperatives. The province has approved the implementation of 3 science and technology projects with a total budget of over 4.6 billion VND with the participation of enterprises and cooperatives as beneficiaries of the project results.
To support businesses in increasing their access to banking and credit resources, the State Bank has implemented solutions to restructure debt repayment terms and provide new loans in accordance with customers' repayment capacity; reduce operating costs combined with reducing mobilization interest rates to create room for reducing lending interest rates to support businesses and people to recover and develop production and business. In 2024, there were 334 businesses and 30 cooperatives with outstanding loans of VND 4,900 billion at commercial banks. Up to now, the credit turnover for small and medium-sized enterprises in the province has reached VND 3,052 billion, accounting for 18.6% of the total outstanding loans of the whole province with 423 small and medium-sized enterprises with outstanding loans. The Cooperative Development Support Fund supports 33 projects with loans of VND 4,082 billion to develop production and business. Policies to reduce and extend taxes, fees, charges and land rents for businesses and people have been implemented with attention. In 2024, 118,894 billion VND of tax will be exempted or reduced for 140,781 records; from the beginning of 2025 to present, over 700 records have been received and processed, exempting and reducing over 14 billion VND of tax.
