Support businesses to issue electronic invoices from cash registers

The Government has just issued Decree 70/2025/ND-CP amending and supplementing a number of articles of Decree 123/2020/ND-CP on invoices and documents. One of the notable contents is the regulation on subjects required to use electronic invoices generated from cash registers connected to transfer data to tax authorities.

Talking to Phu Yen Newspaper reporter about the above content, Mr. Le Anh Thong, Deputy Head of Tax Department of Region XIII said:

- Decree 70/2025/ND-CP takes effect from June 1, 2025. One of the notable contents of this Decree is the regulation of subjects required to use electronic invoices (E-invoices) generated from cash registers connected to transfer data to tax authorities. Accordingly, business households and individuals paying taxes by the lump-sum method with annual revenue of 1 billion VND or more; sellers using cash registers and business households and individuals with revenue and labor scale meeting the highest level of criteria for micro-enterprises, and at the same time implementing the accounting regime and paying taxes by the declaration method must use E-invoices generated from cash registers.

In addition, businesses that sell goods and provide services, including selling goods and providing services directly to consumers such as shopping malls; supermarkets; retail (except for cars, motorbikes, motorcycles and other motor vehicles); food and beverage; restaurants; hotels; passenger transport services, direct support services for road transport, art services, entertainment, film screening activities, and other personal services as prescribed are also required to use electronic invoices generated from cash registers connected to transfer data to tax authorities.

* Through review, how many businesses, households and individuals in the province are required to issue electronic invoices according to the provisions of Decree 70, sir?

- Through review, the whole province has about 1,150 enterprises, business households, and business individuals that are required to issue electronic invoices generated from cash registers according to the provisions of Decree 70. Of these, up to now, about 900 enterprises, business households, and business individuals have issued electronic invoices generated from cash registers.

* In your opinion, what difficulties may arise in the process of business households converting from lump-sum tax payment to using electronic invoices generated from cash registers?

- The transition to using electronic invoices generated from cash registers will certainly have some difficulties, especially for small businesses. First, businesses will have to invest in technological infrastructure such as computers, printers, cash registers with data transmission connections to tax authorities. This is an additional expense, so many households who are familiar with the simple lump-sum tax method will be hesitant.

The Tax Department commits to accompany and provide timely support so that the conversion of electronic invoices from cash registers can be implemented effectively and in accordance with regulations, contributing to improving the efficiency of tax management and facilitating people's business activities.

In addition, businesses using the capital contract method, which is familiar with simple tax declaration and less need to issue invoices, will now have to change their habits from manual recording to implementing a new sales process: electronic data entry and invoice issuance at the time of sale.

Many businesses, especially small businesses, lack knowledge about information technology and legal regulations related to e-invoices. Understanding and applying the new regulations in Decree 70/2025/ND-CP, such as how to register, create, and transmit e-invoice data to tax authorities, can be challenging for them.

Not only that, some businesses are also worried that when using electronic invoices from cash registers, transaction data will be more transparent, which may lead to more frequent revenue adjustments or tax audits than before.

* So what solutions does the Tax Department have to facilitate business households to implement this new regulation according to the roadmap?

- To remove obstacles and facilitate business households to implement this new regulation according to the roadmap, the Tax sector will promote propaganda about the benefits of electronic invoices generated from cash registers such as: helping to check invoices conveniently; contributing to reducing errors, saving time; transparency of revenue and protecting consumer rights... Thereby encouraging business households to use electronic invoices generated from cash registers.

In addition, the Tax Department will increase technical support and reduce conversion costs by organizing training conferences between business households and suppliers to guide and resolve technical and cost issues. The Tax Department will also continue to reform administrative and management procedures, simplify the registration and use of electronic invoices generated from cash registers, issue detailed guidance documents on business processes and management of electronic invoices generated from cash registers, helping business households to easily comply and provide timely support when encountering difficulties.

In addition, local tax authorities continue to review business households that are required to use electronic invoices generated from cash registers to mobilize and support the conversion on schedule.
