Support from 10-55,000/kg, 9-50 million VND/ha when destroying livestock, poultry, shrimp, fish due to disease

Decree 116/2025/ND-CP stipulates policies to support the handling of animal epidemics, support conditions include production facilities with animals and animal products that must be destroyed due to animal epidemics.

Regarding support conditions, in cases where an epidemic has been declared, there must be animals and animal products that must be destroyed according to the provisions of law in the epidemic area, the area threatened by the epidemic, and the buffer zone.

In case the conditions for declaring an epidemic are not met, the animals and animal products at the first outbreak must have tested positive for a disease on the List of animal diseases subject to epidemic declaration or the List of diseases transmitted between animals and humans, or the animals at the next outbreak in the same commune-level area (according to regulations of law on local government organization) must be concluded by a competent authority to have the disease, and show signs of having the disease for which the test result was positive at the first outbreak.

In case of a new disease appearing in Vietnam but not yet meeting the conditions for declaring an epidemic, there must be a document from a competent authority in accordance with the provisions of the law on veterinary medicine confirming the agent causing the new infectious disease.

Support 40,000 VND/kg of destroyed pigs

Regarding the specific support level according to Decree 116/2025/ND-CP, for terrestrial animal production facilities: Buffalo, cow, horse, goat support 50,000 VND/kg of live weight; sheep, sika deer: 55,000 VND/kg of live weight; pigs: 40,000 VND/kg of live weight.

Chicken, duck, goose, pigeon support 35,000 VND/kg of live weight; quail: 20,000 VND/kg of live weight; ostrich: 50,000 VND/kg of live weight; poultry eggs (chicken, duck, goose, goose, pigeon, quail, ostrich): 20,000 VND/kg.

For aquatic animal production facilities: Lobster seeds are supported with 10,000 VND/head; shrimp seeds (white-leg shrimp, black tiger shrimp) from the postlarvae stage of 12 or more: 10,000,000 VND/1 million heads; fish seeds (sea fish, pangasius, traditional fish, tilapia, cold-water fish): 10,000 VND/kg.

Extensive black tiger shrimp farming area (rice-shrimp farming, ecological shrimp farming, forest shrimp farming, and combined shrimp farming) is supported with 9 million VND/ha; black tiger shrimp farming area (semi-intensive and intensive farming): 12 million VND/ha.

White-leg shrimp farming area is supported with 20 million VND/ha (raising density from 50 - 100 shrimp/m2); 30 million VND/ha (raising density from over 100 - 250 shrimp/m2); 50 million VND/ha (raising density from over 250 shrimp/m2).

Area for traditional fish farming, native fish species are supported with 10 million VND/ha; area for intensive pangasius farming: 50 million VND/ha; area for intensive tilapia farming: 30 million VND/ha; intensive cold-water fish farming (sturgeon, salmon): 20,000 VND/kg.

Freshwater aquaculture in cages and rafts is supported with 5,000 VND/kg; seafood in cages and rafts: 10,000 VND/kg.

Maximum support of 500,000 VND/day for people fighting the epidemic

Participants in animal disease control support must be assigned or mobilized in writing by competent state agencies or units.

Specifically, people who do not receive salaries from the state budget, during the time they are mobilized to participate in animal disease prevention and control, will be supported with: 400,000 VND/person/day for working days; 500,000 VND/person/day for days off, holidays, and Tet.

People receiving salaries from the state budget, during the assigned time, mobilized to participate in animal disease prevention and control are supported: 150,000 VND/person/day for working days; 300,000 VND/person/day for days off, holidays, and Tet.

Sources of funding for implementation, principles of support from the central budget to local budgets; contributions and sponsorship from domestic and foreign organizations and individuals, international organizations and other legal financial sources according to the provisions of law.

For localities receiving additional balance from the central budget, the level of financial support from the central budget to implement policies as prescribed in Article 6 and Clause 1, Article 7 of this Decree is determined according to the ratio of additional balance/total local budget balance expenditure, in which: Support 80% of the state budget support level for localities with a rate of 50% or more; support 60% of the state budget support level for localities with a rate of 30% to less than 50%; support 30% of the state budget support level for localities with a rate of less than 30%;

For localities that do not receive additional balance from the central budget, the local budget ensures funding to implement the policy./.
