Vice Chairman of Song Phuong Commune People's Committee Nguyen Duc Chien said: In the historic spring of 544, Ly Nam De - the Emperor gave birth to the independent Van Xuan state. The great historical achievement was made possible by the contribution of General Ly Phuc Man - also known as Pham Tu in Qua Tay hamlet, belonging to Co So village, later renamed into 2 villages: Yen So and Dac So, belonging to Hoai Duc district.

With his glorious achievements and virtues, Pham Tu was appointed as the Great General by King Ly Nam De. His achievements left traces in Phuong Bang village, and he was revered by the people as the village's Thanh Hoang.

According to the Han Nom documents currently preserved at the relic and according to the stele at Gia temple (Yen So commune, Hoai Duc district), Phuong Bang communal house and temple worship the Great King - General Ly Phuc Man, is an architectural - religious relic, on a large scale, built during the Le dynasty, restored in the early Nguyen dynasty. At the end of the Nguyen dynasty, in 1944, the temple was built with the Thien Huong building with a system of elaborately carved stone pillars. In the 1990s, the locality organized small restorations of the system of pillars, surrounding walls, left and right houses, tile islands... Phuong Bang communal house and temple relic was ranked as a National Architectural and Artistic Relic by the Ministry of Culture and Information (now the Ministry of Culture, Sports and Tourism) in Decision No. 423-QD/VH dated February 20, 1997.

In 2023 and 2024, Phuong Bang communal house and temple will undergo a major renovation of the entire temple, the bronze pillar gate and surrounding wall, the main worshiping area, the rear sanctuary; the heavenly incense burner, the ceremonial gate, the left and right houses, etc. The project has a total investment of more than 16.5 billion VND from the budget and other sources. The project also received donations from families, people, and visitors in the form of money, goods, and labor days worth more than 7 billion VND.

Speaking at the ceremony, Vice Chairman of the People's Council of Hoai Duc district Nguyen Trung Thuan congratulated and acknowledged the mobilization of social resources of Song Phuong commune in the work of restoring and embellishing the relic. Thereby, contributing to unleashing internal strength in the work of preserving and promoting the value of historical and cultural relics. At the same time, he requested the Party Committee and the government of Song Phuong commune to continue to strengthen propaganda to raise awareness and consciousness of people in preserving, protecting and promoting cultural values ​​at Phuong Bang communal house - temple; strictly implement the provisions of the Law on Cultural Heritage and current documents on protecting and promoting the value of relics; practice a civilized lifestyle in cultural, religious and belief activities at the relic, so that the relic is truly a place to consolidate the community, the soul of the village.

The 2025 Phuong Bang Village Traditional Festival takes place from April 6 to 9 (March 9 to 12 of the lunar calendar), with many activities, such as: Dragon boat singing at Uncle Ho's fish pond garden; procession at Thuong temple (Gia temple, Yen So commune); folk games; art performances "Thousand-year heroic spirit, rising era, bright future", "Millions of hearts, common aspiration"; giving gifts to students with excellent achievements...
