Storm No. 3 circulation causes heavy rain

After making landfall in the North and North Central regions, Storm No. 3 caused some damage, its circulation brought heavy rain. From the night of July 22 to July 23, the storm entered the Upper Laos region and weakened into a low pressure area.

The eye of the storm will enter Hung Yen - Ninh Binh and Thanh Hoa provinces.

According to Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, at noon on July 22, the center of storm No. 3 made landfall in the mainland areas of Hung Yen - Ninh Binh provinces, weakened from level 9 to level 8 and then continued to move southwest to Thanh Hoa province.

As of 5 PM on July 22nd, Typhoon No. 3 had not yet dissipated despite moving deep inland, remaining at level 8 with gusts up to level 10, its center located over the inland areas of Ninh Binh and Thanh Hoa provinces. From the night of July 22nd to July 23rd, the typhoon moved slowly in a west-southwest direction, entering the Upper Laos region and gradually weakening into a tropical depression, then a low-pressure area.

In Hanoi, people are limiting their time outdoors due to fear of the storm. From morning to noon on July 22nd, the weather in Hanoi was relatively calm, with light rain and gentle winds; in fact, in the early afternoon, many areas unexpectedly saw sunshine. Around 3 PM, dark clouds gathered, and the wind began to howl strongly again, signaling that the storm's circulation was still very complex.

In Co To special zone (Quang Ninh province), from the night of July 21 to the early morning of July 22, storm No. 3 accompanied by heavy rain swept through the area, causing widespread power outages. The functional forces in the special zone promptly deployed backup generators at key locations.

Thanks to proactive response efforts, by 7:00 AM on July 22nd, the Secretary of the Party Committee of the Co To Special Economic Zone, Le Ngoc Han, emotionally announced: "Co To is safe during Typhoon No. 3." In the Van Don Special Economic Zone, during the night of July 21st and the early morning of July 22nd, Typhoon No. 3 caused heavy rain and strong gusts of wind, at times reaching levels 9-10. Preliminary statistics by noon on July 22nd showed no casualties; some trees were uprooted or broken along some roads and in residential areas. In Quang Ninh province, a fishing boat capsized while sheltering from the storm on the morning of July 22nd in the Chanh River area (Quang Yen ward), and all four crew members were brought ashore safely.

Central Vietnam: Rising floodwaters isolate hundreds of households.

On July 22nd, Deputy Prime Minister Tran Hong Ha, along with a government delegation, inspected and directed the work of preventing and mitigating the consequences of Typhoon No. 3 in Thanh Hoa province. Deputy Prime Minister Tran Hong Ha requested that, after the typhoon passes, Thanh Hoa province promptly implement effective drainage and flood control measures for urban areas, densely populated residential areas, and agricultural production zones.

By approximately 2 PM on July 22nd, authorities in Thanh Hoa province had essentially resolved the landslide incident at the Cung River dike in Hoang Chau commune. Due to prolonged heavy rain, the Cung River dike suffered landslides at two locations near the Dong Den 2 sluice gate. Thanh Hoa province mobilized over 200 officials, soldiers, and local residents to urgently use bamboo stakes and sandbags to reinforce the dike, preventing further erosion that could lead to a dike breach. After reinforcement, the forces continued to maintain a 24/7 watch, monitoring the situation.

In the Dong Song area (Ba Thuoc commune, Thanh Hoa province), rising floodwaters unexpectedly isolated 11 households with 57 people. Meanwhile, in Nguyet An commune, rising water completely cut off 88 households with 385 people. In Hac Thanh ward, heavy rain caused deep flooding on many roads, and in some areas, water has entered people's homes.

Pu Nhi Border Guard Station (Thanh Hoa Border Guard) coordinated with local authorities to urgently evacuate 92 households with 496 people in Un and Xi Lo villages (Muong Ly commune) out of areas at high risk of landslides and danger.

In Nghe An province, Mr. Vi Van Son, Chairman of the People's Committee of Muong Tip commune, said that while inspecting a landslide site on provincial road 543D in Xop Tip village, a group of commune police officers encountered a sudden landslide, but fortunately everyone was safe. In Yen Hoa commune, the roads to Tat and Xop Coc villages were deeply flooded, temporarily isolating about 200 households with more than 900 people. Local authorities have urgently evacuated 70 households in Nhon Mai, Huu Kiem, and Tam Thai communes to safe locations.

On the afternoon of July 22nd, Mr. Mac Van Nguyen, Secretary of the Party Committee of Nhon Mai commune (Nghe An province), reported that a flash flood had occurred in the area, causing significant property damage and temporarily isolating several villages. Due to prolonged heavy rain, water from upstream flowed into Khe Hy stream, causing a flash flood that lasted from approximately 11:00 AM to 2:00 PM that day. The flash flood swept away a bridge and a house. Fortunately, there were no casualties.

By the evening of July 22, four villages were temporarily isolated because the bridge leading to these villages was washed away. The commune authorities had urgently evacuated five households due to the high risk of landslides. All forces of Nhon Mai commune were on duty 24/7 to guard against possible bad natural disasters.

In Quang Tri province, the Provincial Department of Irrigation and Disaster Prevention reported that a tornado on the morning of July 22nd caused 24 houses in La Lay and Huong Phung communes to collapse or have their roofs blown off. Border guards, commune police, and local authorities have evacuated residents whose houses were destroyed to new locations. Authorities are urgently assisting in repairing 23 houses with damaged roofs. In Khe Sanh commune, 12 houses had their roofs blown off or were partially collapsed...

On the afternoon of July 22nd, the Department of Dike Management and Disaster Prevention (Ministry of Agriculture and Environment) reported that after making landfall in Northern and North Central Vietnam, Typhoon No. 3 had caused some damage. Specifically, in Nghe An province, 79 houses had their roofs blown off. Approximately 107,000 hectares of rice fields were flooded, with Ninh Binh province experiencing over 74,000 hectares, Hung Yen 26,000 hectares, and Thanh Hoa over 7,000 hectares. Landslides and dike cracks have also occurred in some areas.

On the morning of July 22, Pa Thom suspension bridge in Thanh Yen commune (Dien Bien province) suddenly had one cable broken, causing a pickup truck carrying three commune officials to inspect storm prevention work and a local resident on a motorbike to fall into Nam Nua river, passing through Pa Xa Lao village (Thanh Yen commune).

According to Mr. Phan Van Vuong, Deputy Chief of Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Dien Bien province, of the four victims, two were slightly injured, two were seriously injured, and are being treated at Dien Bien Provincial General Hospital.
