Hanoi City aims to complete the parallel road to Ring Road 4 in time for the 18th Congress of the City Party Committee, scheduled for October 2025.
On the morning of December 26, Secretary of the Hanoi Party Committee Dinh Tien Dung, Head of the Steering Committee for the Investment Project to Build Ring Road 4 - Capital Region, inspected the project's progress and worked with relevant parties.
Praising the urgent and responsible working spirit of the agencies, Mr. Dung said that the 13 km parallel road (urban road, low-level) north of the Red River could be completed by the end of 2024; the 19 km section through Hoai Duc district is also expected to be completed at this time.
"Contractors for other sections are also striving for similar progress, so the parallel road section of the project will be completed by the third quarter of 2025 at the latest," said Mr. Dung, welcoming the districts' commitment to complete site clearance before March 30, 2024 to hand over to the contractor.

To ensure the set progress, the Secretary of Hanoi requested relevant units to remove all obstacles, speed up procedures, and apply mechanisms and policies that are most beneficial to the people. The leaders of the City People's Committee increased their visits to the grassroots, directly listened to recommendations from localities and contractors to solve practical problems, and took advantage of every day to speed up project implementation.
"The City People's Committee is requested to continue reviewing the material mines in the east of Hanoi so that if necessary, it can support Bac Ninh and Hung Yen," said Mr. Dung. In the near future, the Steering Committee will inspect and urge the progress of the project in Hung Yen and Bac Ninh provinces.
Component 3 project - investment in the construction of the expressway under the public-private partnership model was approved by the City People's Committee on December 20. The entire route is nearly 113 km long, with 8 complete interchanges, the elevated road is designed to expressway standards, speed of 100 km/h. The current phase is investing in 4 lanes with a 17 m wide roadbed, 17.5 m wide bridges (the bridges over the Red River and Duong River are 24.5 m wide to arrange 2 more lanes for motorbikes and rudimentary vehicles).
City Vice Chairman Duong Duc Tuan proposed finalizing the time to select an investor before June 2024 to have about 2.5 years to construct more than 100 km of highway and complete it on schedule.

Regarding site clearance and resettlement arrangements , Director of the City Traffic Construction Investment Project Management Board Nguyen Chi Cuong said that the site clearance progress in Hanoi has reached over 96%. The districts where the project passes through have basically completed measuring, counting, and confirming the origin of residential land, of which Soc Son and Thuong Tin districts have approved the residential land plan.
12/13 resettlement areas with a total area of 32.5 hectares are being built in districts. Of which, Dan Phuong has completed the resettlement area in Hong Ha commune, Ha Mo area is expected to be completed in February 2024. Hoai Duc has two areas expected to be completed in March 2024. Thanh Oai is implementing an area in Tam Hung commune to serve the resettlement of households in Ha Dong district, expected to be completed in March 2024. Thuong Tin has basically completed all 4 resettlement areas and organized a lottery for 137 eligible households, many of whom are building houses.
Mr. Cuong said that the difficulties related to soil and sand materials for construction have been basically resolved, although the project needs 1.8 million m3 of fill soil and 5.8 million m3 of sand for foundation and sand for weak soil treatment. After the site was handed over for parallel road construction, 600 engineers and workers have been mobilized along the entire route with 32 construction teams, of which 23 teams are for road construction and 9 teams are for bridge construction.

The 4th Ring Road of the Capital Region passes through Hanoi, Hung Yen and Bac Ninh, connecting with the Hanoi - Lao Cai and Noi Bai - Ha Long expressways, with a total investment of more than VND85,000 billion. The project will start in 2022, with the basic goal of completion in 2026 and operation in 2027.
The project is implemented in 7 component projects, operating independently. In which, Hanoi implements three component projects: Compensation, support, resettlement; construction of parallel roads in Hanoi and investment in the construction of the expressway system under the PPP method. Hung Yen and Bac Ninh provinces are each responsible for two component projects: Compensation, support, resettlement and construction of parallel roads (urban roads) in each province.

The completion of the 4th beltway of the capital region will contribute to relieving traffic congestion, connecting provinces and creating new development space for the entire capital region, including Hanoi, Hung Yen and Bac Ninh.
