On January 12th, the Hanoi City National Assembly Delegation's monitoring team worked with the Me Linh District People's Committee and relevant agencies on the thematic monitoring of "The implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies supporting the socio- economic recovery and development program and the National Assembly's resolutions on a number of important national projects in Hanoi City until the end of 2023".
Deputy Head of the Standing Delegation of the National Assembly of Ho Chi Minh City, Pham Thi Thanh Mai, delivered a directive speech at the monitoring session.
According to Pham Van Duan, Deputy Director of the Hanoi City Investment and Construction Project Management Board for Transportation Infrastructure, by the end of 2023, the investment project for the construction of Ring Road 4 - Capital Region in the city had approved and acquired land totaling 763.86/791.21 hectares (reaching 96.54%).
Local authorities have basically completed the surveying, counting, and verification of land ownership. The City's Project Management Board for Investment and Construction of Transportation Works has received 714.15/763.86 hectares (reaching 93.49% of the area already cleared). The total number of graves relocated is 7,899/9,263 (85.27%).
Regarding resettlement work, localities have built 13 resettlement areas with a total area of 32.5 hectares; 12 out of 13 areas are under construction, basically meeting the schedule.
Regarding the parallel road project (urban road), a component project of the Ring Road 4 - Capital Region investment and construction project, by the end of 2023, the construction output reached approximately 8% of the contract value, with a total disbursed value of over 950 billion VND.
Regarding the investment project to build the Ring Road 4 - Capital Region through Me Linh district, Chairman of the District People's Committee Hoang Anh Tuan said: The District Party Secretary and Chairman of the District People's Committee have directly chaired over 30 meetings and dialogues with people in 5 communes, with over 2,500 people to inform, educate, listen to opinions and suggestions of the people, creating support and consensus; as a result, there were no appeals to higher levels, and no forced land acquisition was necessary for the project section passing through the district.
Compensation, support, and resettlement work is progressing according to the schedule set by the city. It is expected that the Tan Chau, Noi Dong, and Van Khe resettlement areas will all be completed ahead of schedule.
Speaking at the meeting, Me Linh District Party Secretary Nguyen Thanh Liem affirmed: "Although we have encountered difficulties during the implementation process, especially in land clearance, the district is determined and making every effort to implement the project on schedule."
Concluding the monitoring session, Deputy Head of the Standing Delegation of the National Assembly of Hanoi City, Pham Thi Thanh Mai, highly appreciated the preparatory work of Me Linh district and the active and serious involvement of all levels and sectors in implementing the Ring Road 4 - Capital Region project section passing through the district.
Ms. Pham Thi Thanh Mai suggested that the district continue to review and assess the situation in order to make recommendations to the Central Government and the city regarding mechanisms and policies to overcome difficulties; at the same time, carefully evaluate the lessons learned from all tasks such as funding, time, public relations, etc., so that they can be replicated for other key projects of the city.
