According to the Ministry of Agriculture and Environment, from late October to early November 2025, localities from Ha Tinh to Dak Lak were continuously hit by natural disasters, storms, and floods, causing heavy damage to people, houses, essential infrastructure, production and business, aquaculture, etc., greatly affecting people's lives.
Natural disasters left 90 people dead or missing; 273 people injured; 1,900 houses collapsed, toppled, or swept away; 227,847 houses damaged or had their roofs blown off... Total estimated damage was over 27,289 billion VND.

In order to support people in overcoming the consequences of natural disasters and floods, the Prime Minister has decided to support 1,465 billion VND for 7 provinces and cities to urgently overcome the consequences of natural disasters; the Central Committee of the Vietnam Fatherland Front has allocated 206 billion VND to support localities in overcoming the consequences of natural disasters.
The Prime Minister requested localities to focus on organizing visits, encouraging and supporting affected families, especially those with dead, missing or injured members, to be completed before November 15; ensuring temporary accommodation for people, urgently supporting people to repair houses with blown-off or damaged roofs, to be completed before November 20, 2025; building new houses and resettling households whose houses were swept away by floods, completely collapsed or severely damaged, to be completed before January 31, 2026.

Localities need to support food, necessities for households at risk of hunger; absolutely do not let people lack food, clothing, clean water... Urgently repair essential infrastructure of electricity, water, telecommunications, traffic, irrigation, dams... Review and synthesize fully and accurately the damage caused by natural disasters; proactively use local budget reserves and other legal resources to support damage caused by natural disasters according to regulations.
The Prime Minister requested the Ministry of National Defense and the Ministry of Public Security to direct their units to deploy forces and equipment to be ready to support people, agencies, units, and businesses in cleaning and sanitizing houses, headquarters, roads, and factories. The Ministry of Agriculture and Environment urgently guides and supports localities to focus on restoring agricultural production; repairing damage to irrigation works... to be completed before November 30.
The Ministry of Education and Training and the Ministry of Health direct, guide, and support localities to restore educational and medical facilities, so that people do not lack places for medical examination and treatment, and students do not lack schools and classrooms.
The Ministry of Construction urgently guides and supports localities in repairing traffic infrastructure damaged by natural disasters, especially in isolated areas.
The Ministry of Industry and Trade directed EVN to support localities in restoring the power system; develop plans to ensure the supply of essential goods, and prevent shortages, speculation, and price increases that could affect people's lives after storms and floods.
