The Government issued Resolution No. 346/NQ-CP dated October 23, 2025 on the draft Law amending and supplementing a number of articles of the Law on Prices.
In the above Resolution, the Government approved the content of the draft Law amending and supplementing a number of articles of the Law on Prices at the proposal of the Ministry of Finance .
The Government requests the Ministry of Finance to be responsible for the contents of the draft Law, the contents of the report on acceptance and explanation of opinions of the National Assembly Standing Committee, National Assembly agencies and opinions of Government members according to regulations.
The Ministry of Finance reviews and completes the draft Law according to regulations. On that basis, the Minister of Finance is assigned to, on behalf of the Prime Minister, sign reports and documents sent to the National Assembly and the National Assembly Standing Committee to ensure quality and progress as required; proactively report and explain to the National Assembly and its agencies according to regulations and be responsible for the content received and explained.
Amending and supplementing a number of articles of the Law on Prices is necessary and urgent to institutionalize the Party's policies and the State's laws in perfecting the institution.
At the same time, to solve the problem related to streamlining the organization of the political system and rearranging administrative units, especially ending the operation of district-level administrative units nationwide from July 1, 2025 and organizing local governments into two levels; rearranging and reorganizing into inspection departments under the Government Inspectorate, ending the operation of the Inspectorate of ministries; cutting and simplifying administrative procedures related to valuation service business activities.
The Law also promptly addresses practical issues, removes institutional "bottlenecks", ensures consistency, synchronization and feasibility of the Law on Prices with the current legal system and is consistent with international commitments.
The Draft Law consists of 02 Articles, with important amendments, supplements and abolitions such as: On decentralization, delegation of power, amending regulations on transferring responsibility for price stabilization implementation from the People's Committee at the district level to the People's Committee at the commune level, to conform to the 2-level local government model.
Draft Law amending and supplementing the names and pricing authority for a number of goods and services in the fields of natural gas, aviation, vehicle inspection, labor safety inspection, securities, national reserves, railways, and public products and services in healthcare and education and training.
Regarding inspection and examination, the draft Law abolishes regulations on specialized price inspection, and references the implementation of price inspection and price appraisal according to the provisions of the law on inspection to synchronize with the 2025 Law on Inspection.
In addition, this draft Law reduces unnecessary conditions, simplifies the conditions for granting certificates of business in valuation services, specifically, abolishes the regulation requiring authorized representatives of capital contributing organizations to have a price appraisal card.
Regarding the organizational arrangement, the draft Law amends and supplements the names of ministries and branches associated with the authority to manage state prices to match the names, functions and tasks according to the new organizational structure of the Government.../.
