Perfecting the legal system on urban and rural planning

VTV.vn - Continuing the agenda of the 10th session, on the morning of November 7, the National Assembly listened to a report on the draft Law amending and supplementing a number of articles of the Law on Urban and Rural Planning.

Minister of Construction Tran Hong Minh said the law was developed and promulgated to perfect the legal system on urban and rural planning.

Reporting to the National Assembly, Minister of Construction Tran Hong Minh said that the law was developed and promulgated to perfect the legal system on urban and rural planning to institutionalize it in accordance with the Party and State's policies and guidelines on innovation in law-making thinking, reorganizing the political system, implementing two-level local government, decentralization, simplifying administrative procedures, improving the investment and business environment, developing the private economy, meeting the requirements of science and technology development, innovation, digital transformation; ensuring the unity and synchronization of the legal system.

The Draft Law is structured into 2 Articles. Article 1 on amending and supplementing a number of articles of the Law on Urban and Rural Planning, includes 38 clauses regulating the amendment and supplement of the content of a number of articles of the Law on Urban and Rural Planning.

Article 2 on "Effectiveness", including: Amending and supplementing the content of 16 articles to comply with the law on planning, land, construction; delimiting authority; decentralizing and decentralizing in accordance with the organization of 2-level local government and simplifying administrative procedures. Technically adjusting 21 articles and abolishing 2 articles to comply with the organization of 2-level local government, keeping 20 articles.

The Draft Law includes basic contents such as: Clarifying urban terminology and urban classification; amending and supplementing related contents to ensure consistency and synchronization with related laws and clearly defining the urban and rural planning system, regulating contents on decentralization and decentralization, perfecting related regulations to ensure smooth and effective implementation...

Examining the draft law, the Economic and Financial Committee agreed with the political basis, legal basis and practical basis of amending and supplementing the Law according to the shortened procedures and order with the viewpoints and purposes stated in the Government's Submission; affirmed that the Draft Law dossier meets the requirements prescribed in Clause 3, Article 37 of the Law on Promulgation of Legal Documents.

In the process of finalizing the draft Law, the Economic and Financial Committee proposed to continue reviewing and ensuring the consistency and uniformity of the draft Law with related draft laws and draft Resolutions of the National Assembly and simultaneously submit it to the National Assembly at the 10th Session. In particular, carefully assess the impact of amending the Law on Planning to fundamentally remove obstacles, difficulties, and potential new bottlenecks in the implementation process, affecting urban and rural planning.
