A report card with 'all 10s' still not allowed to take the 6th grade exam at Ams school

Hanoi Many parents said they were shocked because their children scored 10s in most subjects in elementary school but still could not take the entrance exam to grade 6 at Hanoi-Amsterdam High School.

Ms. Nguyen, Hai Ba Trung district, on May 29th brought her son's application to Vinh Tuy Primary School to submit. The boy was awarded "Good completion" in first grade, and "Excellent completion" in the remaining four years. In the 17 final semester test scores, he only had two 9s, the rest were maximum, total 168/170 points, the requirement of Ams school is 167 points or more. However, this application was rejected. When asked why, she was told that the application did not meet the requirements because the Fine Arts subject in first grade only achieved "Completion".

"I was excited to apply but didn't expect to be eliminated right from the first round," Ms. Nguyen said on the evening of June 1.

Ms. Nga in Thanh Xuan district is similar, although her child's total score is 167. The reason is that her child's report card in grade 2 was rated "Good completion" but only "Complete" in Physical Education .

Parents said about 100 people fell into this category. Their children's applications were rejected because they had some subjects at the "Completed" level, while their overall end-of-year assessment in the report card was still "Completed with Good Performance" or "Completed with Distinction."

According to the 6th grade admission plan of Hanoi - Amsterdam High School for the Gifted, announced in April, students are eligible to apply if their transcripts are assessed as "Completing all study and training contents well or better".

The assessment is based on two circulars from 2014 and 2016 of the Ministry of Education and Training . The reason is that since 2020, the Ministry has changed the way students are assessed but applied in a rolling manner along with changing textbooks, starting from grade 1. At the end of the 2022-2023 school year, primary schools will have students in grades 1, 2, and 3 according to the new regulations. Therefore, this year's 6th grade students (born in 2012) are still assessed according to the old criteria.

If qualified, students must go through the preliminary round. In this round, the school considers the total year-end test scores in Math, Vietnamese, Science, History and Geography, and English from grades 1 to 5 with 17 points. Students who score 167/170 points or more will enter the qualifying round, which takes place on June 23.

In fact, the 2014 and 2016 circulars of the Ministry of Education and Training do not have the concept of "Good completion" at the end of the school year, only "Good completion" in subjects. If achieved, students will receive the title of "Excellent completion of learning and training contents".

Despite knowing this, Ms. Nguyen said that the Ams school's document was not clear. In addition, in the online application form, the school still divided two levels "Good completion" and "Excellent completion" for parents to choose.

Therefore, she represented the parents to send feedback to the Hanoi Department of Education and Training on the evening of May 29 via email.

"If correct and qualified, parents can register according to the schedule in the guidance document of the Hanoi Department of Education and Training," according to Ms. Nguyen in the email reply on June 1.

The parent said that in order to qualify to apply for grade 6 at Ams, she had invested in extra Math, Literature, and English classes for her child since grade 2, many days with two shifts, without days off. According to her, families who want their children to take the Ams exam all send them to extra classes early, investing not only effort, time, but also money in the long journey.

"I hope the school lowers its criteria," said Ms. Nguyen, who believes that setting absolute requirements for elementary school achievements is too difficult. She hopes the school will loosen its criteria for the application round so that her child and other students can try their best.

According to the regulations of the Hanoi Department of Education and Training, if the number of registered students exceeds the quota, high-quality secondary schools will be considered for admission or combined with testing and capacity assessment to enroll 6th grade students. The basis for admission is primary school transcripts. Regardless of the plan, schools must be approved by the Department before implementation.

Currently, Hanoi has four high-quality public secondary schools, including Thanh Xuan, Le Loi, Nam Tu Liem and the secondary system, Hanoi-Amsterdam High School for the Gifted. All four have set criteria for entrance conditions, using academic records to screen candidates. Only those who pass the application round are eligible for the entrance exam. For Ams school alone, each year about 1,000 students take the entrance exam to win 200 places to enter the school.

Hanoi - Amsterdam High School for the Gifted has not yet responded to the incident.
