On September 24, at the Temple of Literature - Quoc Tu Giam in Hanoi , the National Academy of Public Administration solemnly held a closing ceremony and awarded doctoral and master's degrees to nearly 330 graduate students and students graduating in 2023.
In 2023, the National Academy of Public Administration recognized the degrees and awarded Doctorate degrees in Public Management to 30 graduate students; recognized the degrees and awarded Master's degrees to 599 graduate students admitted in 2019, 2020 and 2021 in the following majors: Public Management, Public Policy, Economic Management, Finance - Banking, Constitutional Law - Administrative Law and Archival Studies.
Speaking at the ceremony, Deputy Minister of Home Affairs Trieu Van Cuong acknowledged and highly appreciated the achievements of the National Academy of Public Administration in performing postgraduate training tasks over the past 20 years; at the same time, he emphasized that as a special-class public service unit under the Ministry of Home Affairs, after the merger of Hanoi University of Home Affairs from January 1, 2023, the National Academy of Public Administration has a higher political and legal status, has the necessary premises for breakthrough development, affirming the role and responsibility of the Academy towards the Home Affairs sector in particular, towards the civil service and society in general, truly a national center for training high-quality human resources, fostering cadres, civil servants, public employees, scientific research and policy consulting.
To better perform the assigned tasks, comrade Trieu Van Cuong suggested that in the coming time, the National Academy of Public Administration continue to improve the quality of postgraduate training, linking master's and doctoral training with the development of high-quality human resources for the public sector; building a team of research and teaching staff with high professional qualifications, practical life experience, strong political will, creativity, passion for science, responsibility and high professional ethics.
At the same time, promote and improve the effectiveness of scientific research activities, focusing on summarizing practices, making forecasts, and being able to advise and provide policy advice to the Party, State, Government and Ministry of Home Affairs in scientific research activities for master's and doctoral training.
The Academy also needs to continue to innovate postgraduate teaching methods, promote the highest level of self-awareness, self-study and self-research spirit of learners; promote digital transformation in training management and in teaching, learning, testing, evaluation, and scientific research, to truly be a model of digital transformation.
Sending congratulations to the new PhDs and Masters, Deputy Minister Trieu Van Cuong expressed his hope that the PhD students and students receiving their degrees today will continue to maintain their passion for scientific research, apply knowledge to practical work, innovate working methods, improve their ability to identify and handle work situations correctly, become excellent officials in terms of intelligence and ethics, and contribute to improving the effectiveness and efficiency of the agencies and units where they are working.
“Today's knowledge may become obsolete tomorrow. Obtaining a PhD or Master's degree is not a completion or a stopping point, but rather the starting point for a new journey of research, public service, and knowledge creation,” comrade Trieu Van Cuong advised.
In his closing speech, on behalf of the leaders of the National Academy of Public Administration, Associate Professor, Dr. Nguyen Ba Chien, Party Secretary and Director of the Academy, affirmed that with a tradition of more than 60 years of construction and development, the National Academy of Public Administration has become a trusted address for training high-quality human resources for the public sector, the political system and society. The Academy's tradition of good teaching and good learning has been enhanced through the stages, through the efforts of generations of graduate students and researchers.
Associate Professor Dr. Nguyen Ba Chien said that for the new PhDs and Masters who were awarded their diplomas today, the learning process has been very special. The COVID-19 pandemic has changed the familiar teaching and learning methods. However, the pandemic cannot interrupt the learning process, interrupt the research process of doctoral students and graduate students, nor can it diminish the desire for scientific research, the desire to create and seek knowledge.
Praising the efforts and achievements in studying and researching of the new PhDs and Masters, Associate Professor, Dr. Nguyen Ba Chien emphasized that the PhD and Masters degrees are only the milestones of initial success. The goal that the new PhDs and Masters need to continue to strive for tirelessly is their contributions in each working position, methods of solving work based on scientific foundations and bases, achieving many work results, making practical contributions to agencies, organizations, units, to society and to the Fatherland.
At the ceremony, in the common joy of teachers, scientists of the Academy and of new PhDs and Masters, Deputy Minister of Home Affairs Trieu Van Cuong and Director of the Academy Nguyen Ba Chien solemnly awarded PhDs and Masters degrees to 30 new PhDs and 299 new Masters of the Academy.
Representing the graduate students and students receiving the diplomas, the newly-appointed PhD Le Huu Toan, currently Deputy Secretary of the Party Committee of Hai Phong City's Enterprise Bloc, expressed his honor, pride and sincere thanks to the Board of Directors, the staff, lecturers and employees of the Academy for creating the best conditions throughout the learning and research process; at the same time, he expressed his determination to try to use his heart and mind to flexibly and creatively apply the knowledge and experience accumulated during the learning and research process into practical work, contributing to the construction and development of the country./.
