- In recent years, the Women's Union of Bac Son district has done a good job of receiving loan trust from the Transaction Office of the Social Policy Bank (SPB) of the district, creating conditions for many members to borrow capital to develop production and increase income. Recently, the Women's Union of Bac Son district is the only district-level entrusted union in the province to receive a certificate of merit from the Chairman of the Provincial People's Committee for its outstanding achievements in implementing Directive 40 dated November 22, 2014 of the Secretariat on strengthening the leadership of the Party with social policy credit.

Ms. Luong Thi Thuy, President of the Women's Union of Bac Son district, said: Currently, the union has nearly 25,000 members with 18 union branches. In recent years, the district Women's Union has disseminated and seriously implemented the contents of Directive 40 to the Women's Unions of communes and towns in the district. From there, promoting the role of the union organization in propaganda and dissemination of preferential loan programs to members. From 2014 to present, the union has organized propaganda in many forms such as: through meetings, branch activities... 980 meetings for more than 29,700 female members to participate.

Thanks to effective propaganda work, members' awareness has been raised, and many members have boldly borrowed capital to develop the economy . Up to now, the District Women's Union is managing 85 savings and loan groups (TK&VV) with outstanding loans of over 197 billion VND, an increase of 2.8 billion VND compared to December 31, 2023, lending to 4,245 households. This is the district-level women's union organization with the largest outstanding loans in the whole province.

“In the past time, the District Women's Union has done a good job of receiving capital entrustment with the District Social Policy Bank Transaction Office to effectively implement loan programs. The capital disbursed to the right subjects has supported many female members to develop their economy. Thanks to effective operations, the association's overdue debt rate is low (accounting for 0.01% of the total entrusted debt balance); 100% of the Savings and Credit Groups operate well and fairly; the savings balance through the groups reaches over 6.5 billion VND".

Members are all aware of using capital for the right purpose and effectively to invest in and build models such as: planting and caring for forests, fruit trees, raising buffaloes, cows, poultry, etc.

A typical example is the family of Ms. Nong Thi Khuyen, Tan Vu village, Tan Thanh commune. Ms. Khuyen said: In 2013, my family planted 5 hectares of tallow trees, however, we lacked capital to take care of them. In 2018, I joined the village Savings and Credit Group and was guided to borrow 50 million VND to take care of the forest and part of the capital to invest in new planting. Thanks to that, my family had capital to invest in taking care of the tallow forest. In 2023, the family's forest area was exploited, bringing in an income of 650 million VND. Currently, my family has paid off the bank loan and escaped poverty.

Together with Ms. Khuyen's family, through the entrusted loan capital from the VBSP, many women members in the district have gradually risen up and escaped poverty sustainably. In 2023 alone, preferential loans contributed to helping 18 women members in the district escape poverty.

To effectively utilize the capital, every year, the District Women's Union has directed grassroots associations to coordinate in organizing 2-3 vocational training classes and training courses to transfer science and technology to members. Thereby, helping members gain more knowledge and production experience.

The effectiveness of the capital source has helped many female members in the district build economic models that bring high income. By the end of 2023, the entire association had 142 member households recognized as good producers and traders at the provincial and district levels with incomes ranging from 80 to 400 million VND/year (an increase of nearly 30 households compared to 2022).

In addition to implementing and coordinating the disbursement of capital, the association always identifies the inspection and supervision of capital as extremely important. Therefore, every year, the association proactively develops a plan to inspect 100% of association bases, including inspecting 15% of savings and credit groups at each association base and 5 random borrowers at each group; directing the grassroots association to inspect 100% of savings and credit groups and inspect 75 - 90% of group members with outstanding debts.

Ms. Hoang Thi Tan, President of the Women's Union of Long Dong Commune, said: To help women gradually reduce poverty sustainably, the union has stepped up propaganda and supported members to borrow preferential loans for economic development. At the same time, it conducts periodic monthly and quarterly checks and 30-day post-loan checks for members. Up to now, the outstanding loan balance entrusted through the Women's Union of the commune has reached 18.6 billion VND, with nearly 300 borrowing households. Thanks to that, on average, each year, the union helps 1 to 2 female member households escape poverty.

The active and proactive implementation of the work of receiving loan capital entrustment of the District Women's Union has contributed to helping female members and other policy beneficiaries have capital to invest in production development and increase income. Thereby, contributing to reducing the annual poverty rate in the district, by the end of 2023, the poverty rate of the district will be 8.26%, an average annual decrease of 3%.
