The 5th session of the 15th National Assembly will open on May 22, and is expected to last 22 days in a centralized manner, divided into 2 phases. The National Assembly is expected to consider and pass 8 laws, 3 legal resolutions, and give opinions on 9 other draft laws; at the same time, consider and decide on personnel matters at the beginning of the session.
Along with that, the National Assembly will also consider reports on additional assessments of the results of the implementation of the Socio-Economic Development Plan and the State Budget in 2022; the implementation of the Socio-Economic Development Plan and the State Budget in the first months of 2023; approve the State budget settlement in 2021; consider reports of a number of agencies; consider and decide on investment policies for a number of important national projects.
The National Assembly conducts supreme supervision over the mobilization, management and use of resources for COVID-19 prevention and control, the implementation of policies and laws on grassroots health and preventive medicine; conducts questions and answers; decides on the National Assembly's Supervision Program for 2024 and considers and decides on a number of other important issues.

Speaking at the conference, National Assembly Chairman Vuong Dinh Hue emphasized that the workload of the 5th session is very heavy, both in terms of legislation, supervision and decision on important national issues. Among them, there are many large, difficult and sensitive contents, such as the contents of the draft Law on Land (amended), the draft Law on Housing (amended), the draft Law on Real Estate Business (amended), the draft Law on Electronic Transactions (amended)...
Along with that, some contents will be submitted to the National Assembly for approval to include in the program or not. If the National Assembly agrees, it is expected that the contents submitted to the National Assembly will be more, and the session will be longer. Therefore, the National Assembly Chairman emphasized that the preparation work for the session must be very thorough. The National Assembly Standing Committee also reported to the National Assembly to organize the session in 2 sessions so that agencies have time to absorb, revise, and complete the contents submitted to the National Assembly. The National Assembly Chairman suggested that for major, difficult issues with different opinions, the submitting agency, ministries, and branches must discuss thoroughly and reach consensus.
Reporting at the conference, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong requested the National Assembly Party Delegation and the Government Party Personnel Committee to direct agencies to focus on completing the dossiers of projects and drafts, carefully review, proactively discuss and agree on the basic issues of the projects and drafts before submitting them to the National Assembly; promptly send documents of missing contents within the required deadline in Official Dispatch No. 2291/TTKQH-TK dated May 16, 2023 and notices of conclusions on each session content to send to National Assembly deputies in time, ensuring the time for deputies to study. The contents that need to adjust the provisions of the law, it is recommended that research be done to amend related laws, it is possible to submit to the National Assembly to promulgate one law amending many laws to meet the issues arising in practice.
The Secretary General of the National Assembly requested the National Assembly Party Delegation and the Government Party Committee to continue to direct the promotion of innovation and improve the effectiveness of information and propaganda work, both in breadth and depth, on the activities of the National Assembly and its agencies, especially the activities taking place at the 5th session for voters and people nationwide to follow and supervise.
Reporting on the Government's work in preparation for the session, Minister and Head of the Government Office Tran Van Son stated that Government agencies are urgently coordinating closely with National Assembly agencies in explaining and receiving the conclusions of the National Assembly Standing Committee to complete the official records, documents, and reports to be sent to the National Assembly and National Assembly deputies.
According to the Minister and Head of the Government Office, the preparations for the session have received close, drastic and timely leadership and direction from the National Assembly Party Delegation, especially from the Secretary of the National Assembly Party Delegation and the Chairman of the National Assembly, the efforts and proactiveness of the National Assembly agencies and the early and remote coordination and preparation between the National Assembly agencies and the Government agencies.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that this conference continued to affirm the close and harmonious coordination between the National Assembly Party Delegation and the Government Party Personnel Committee.
Agreeing with the content of the report of the Secretary General of the National Assembly and the Head of the Government Office, the Prime Minister said that regarding some documents and reports that were sent late, these are all very difficult contents. The Government must ensure progress but at the same time ensure quality. Many contents must be discussed and commented on many times to reach consensus. The Prime Minister affirmed that the Government is making great efforts to improve the quality of draft laws, resolutions and documents submitted to the National Assembly.
Prime Minister Pham Minh Chinh also suggested that, during the law-making process, the agencies of the National Assembly and the National Assembly Standing Committee should promptly discuss with the Government if they discover any content that could lead to negativity or group interests to combat negativity and group interests right from the law-making process, or in some cases, the submitting agency may not have fully envisioned it.
Regarding economic growth, the Prime Minister pointed out that currently, the budget deficit is still under control below the threshold allowed by the National Assembly, we still have room to exploit, contributing to promoting growth in all three drivers of consumption, public investment and export. However, the export driver is facing many difficulties due to the decrease in global aggregate demand. This leads to businesses losing many contracts, affecting the employment of workers. In that context, many localities have proposed to deploy public investment in much-needed local transport projects using local budgets. The Prime Minister also proposed separating site clearance from investment projects to clear congestion and free up resources.

Regarding improving the investment and business environment, it is said that some policies need to be changed, but the Prime Minister also pointed out the reality that in the current context, because many countries implement a common policy of collecting money to fight inflation, investment in all countries has decreased, not just Vietnam. Regarding the design of a policy to adapt to the global minimum tax, the Prime Minister said that he has assigned the Ministry of Finance to implement it. Last April, the Ministry of Finance organized an international conference, in the spirit of resolute implementation.
Concluding the conference, National Assembly Chairman Vuong Dinh Hue emphasized that in the spirit of concentration, frankness, openness, and exchange, the conference reached consensus on many issues, and so far, the basic contents of the session have been completed. The National Assembly Chairman requested the Government and National Assembly agencies to continue to coordinate closely to ensure the successful organization of this important session.
