Especially in the field of trade and investment cooperation, since 2016, Vietnam has continuously been China's largest trading partner in ASEAN, and since 2020, it has been China's 6th largest trading partner in the world. China has been Vietnam's largest trading partner for many consecutive years; the trade turnover between the two countries in 2023 reached over 171 billion USD. In particular, Guangxi province and 4 border provinces of Vietnam have focused on directing functional agencies to promote trade, facilitate customs clearance, remove difficulties in import and export activities, especially agricultural products of Vietnam; do a good job of coordinating inspection, control, and traffic flow regulation, ensuring that import and export activities are smooth and uninterrupted. The import and export turnover between the two sides (provinces/regions) in 2023 reached over 9 billion 381 million USD, contributing positively to the total import and export turnover between Vietnam and China...

In addition to the achievements of cooperation, delegates also frankly pointed out the remaining shortcomings and limitations such as: The progress of upgrading and opening new pairs of border gates and openings is still slow; Cooperation in managing cross-border labor has not been focused on implementation while the actual needs of the parties are very large; Some regulations on goods crossing the border of the two sides are different, the time to handle exit and entry procedures of the Chinese side takes a lot of time, causing difficulties for businesses and people; cooperation in the agricultural sector is not effective; violations of the Agreement on Land Border Management Regulations between Vietnam and China still occur. Some border works have not been implemented in accordance with the prescribed procedures...

In order to fully promote the potential and advantages of cooperation between provinces/regions, gradually overcome difficulties and limitations, promote exchanges and cooperation between the four border provinces of Vietnam and the Guangxi Zhuang Autonomous Region, China to develop and become more substantial, the Standing Vice Chairman of the Provincial People's Committee, Chairman of the Joint Working Committee of Ha Giang Province Hoang Gia Long, on behalf of the four border provinces of Vietnam, proposed to the Guangxi Zhuang Autonomous Region (China) a number of cooperation contents between the provinces/regions in 2024 and the following period, including: The parties focus on thoroughly implementing the Minutes of the Conference between the Secretaries of the Provincial Party Committees of Ha Giang, Quang Ninh, Lang Son, Cao Bang (Vietnam) and the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China), strengthen the exchange of delegations at all levels, effectively promote the existing exchange and cooperation mechanisms between the levels and sectors of the two sides, promote exchanges between mass organizations, people-to-people exchanges, and exchanges. youth, enhance understanding and strengthen the emotional bond between the people of the two countries, especially the young generation; expand economic and trade cooperation, create favorable conditions for businesses of both sides to connect and cooperate; advise and propose that the Governments of the two countries soon sign the "Framework Agreement on building a Vietnam - China cross-border economic cooperation zone"; continue to increase investment in construction and upgrading of transport infrastructure connecting border gates to economic zones and seaports to create momentum for border economic development; open new and upgrade border gates, border openings/border market pairs; restore trading activities at traditional border market pairs and openings signed in the Agreement to facilitate the exchange of goods by border residents.

Direct relevant sectors to focus on effectively and substantially implementing the cross-border labor agreement in 2024, in order to create motivation and remove difficulties in labor resources for businesses, while solving employment for border residents, jointly realizing the goal of sustainable development in the border areas of both sides; Continue to implement exchanges and cooperation in the fields of education - training, cross-border disease prevention, press - propaganda, finance - currency, science - technology, culture, sports, environmental protection... on the basis of achieved cooperation results, in accordance with the needs and actual conditions of the parties.

In addition to the general proposals, on the side of Ha Giang province, Standing Vice Chairman of the Provincial People's Committee Hoang Gia Long said: Currently, Ha Giang province has completed internal procedures on opening the Lung Lan (Vietnam) - Long Binh (China) border crossing/market at the area of marker 504 of the Vietnam - China border according to the Agreement signed between the two sides. Speaking at the conference, the Chairmen of the Joint Working Committees of Cao Bang, Lang Son, Quang Ninh provinces and the Guangxi Zhuang Autonomous Region agreed with the opinion of the Chairman of the Joint Working Committee of Ha Giang province and said that the activities of the Joint Working Committee Conference mechanism have promoted exchange and cooperation activities between the provinces/regions to develop according to the "16-word motto and the Spirit of 4 Goods" on the relationship between the two countries that the senior leaders of the two Parties and the two States have identified.
