Conference to collect comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution

BHG - On the afternoon of May 21, the Provincial Labor Federation held a conference to contribute opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution. Attending the conference were leaders of the Vietnam Fatherland Front Committee of Ha Giang province, along with representatives of affiliated grassroots trade unions.

Chairman of the Provincial Labor Federation Tran Van Minh delivered a concluding speech at the conference.

Previously, on May 5, 2025, the National Assembly issued Resolution No. 194 on amending and supplementing a number of articles of the 2013 Constitution. In particular, some basic contents on the scope, implementation effect and basic contents of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution; regulations on the Vietnam Fatherland Front and socio- political organizations; transitional provisions; organization of administrative units and local governments; termination of operations of district-level administrative units nationwide; issues related to the rearrangement of the administrative apparatus according to the Party's streamlining policy.

At the conference, delegates expressed high consensus with the content of the draft Resolution, and at the same time contributed many practical opinions with proposals related to the rights and obligations of citizens; the rights of workers, the role of trade unions and socio-political organizations in the political system. Many delegates proposed to amend the phrase "socio-political organizations under the Vietnam Fatherland Front" to "socio-political organizations that are members of the Vietnam Fatherland Front" to ensure the alliance and relative independence of each organization. In addition, it was recommended that it is necessary to consult the people on the determination of types of administrative units below the province and centrally-run city levels and the order and procedures for establishing, dissolving, merging, dividing administrative units, and adjusting administrative unit boundaries as prescribed by the National Assembly . It was proposed to add regulations on coordination in accordance with the representative role of the Vietnam General Confederation of Labor in labor and international relations.

Speaking at the conference, Chairman of the Provincial Federation of Labor Tran Van Minh emphasized: With the spirit of democracy, objectivity and responsibility, 100% of the delegates attending the conference agreed and highly agreed on the necessity, policies and amendments to the Constitution of the National Assembly. At the same time, he requested the Provincial Federation of Labor to proactively guide grassroots trade unions at all levels to actively collect opinions from union members and workers through written documents and online platforms to disseminate information and collect opinions widely and effectively. The opinions contributed at the conference will be compiled by the Provincial Federation of Labor and sent to the Provincial Vietnam Fatherland Front Committee and the Vietnam General Confederation of Labor.
