Promoting the people's mastery and intelligence in the Constitution

BHG - The amendment and supplement to the 2013 Constitution is a particularly important political event. The work of collecting opinions on the draft amendment and supplement to the Constitution is being widely implemented throughout the province, receiving attention and positive responses from all walks of life. Each contribution reflects the democratic spirit, intelligence and belief of the people in a Constitution that is truly of the people, by the people and for the people.

For the first time since the day of the law, the people can directly contribute their opinions to the amendment and supplement of the 2013 Constitution through the national identification application VNeID. This is a new, convenient, fast and transparent solution in verifying information. To ensure the goal of over 95% of citizens with level 2 identification accounts participating in giving opinions on the draft Constitution, all levels and sectors from the provincial to the grassroots level have focused on disseminating, propagating, organizing and guiding cadres, civil servants, public employees; union members, youth; armed forces and people to follow the steps and successfully submit their comments.

People of Chi village, Xuan Giang commune (Quang Binh) participated in giving opinions on the draft amendments and supplements to the 2013 Constitution.

According to records in Xuan Giang commune (Quang Binh), as soon as the superiors directed, the commune issued a specific plan, assigning tasks to each working group to go to 9/9 villages to propagate, mobilize, and collect people's opinions. In addition to the core police force, the commune also arranged additional staff to support people in using the VNeID application to give their opinions properly. From officials, party members to people, everyone is interested, follows and proactively gives their opinions on the contents that need to be adjusted and supplemented. Up to now, the whole commune has had 1,341 people consulted directly through village meetings and 1,013 citizens giving their opinions on the draft Constitution via the VNeID platform.

Mr. Hoang Van Duong, Head of Chi village, Xuan Giang commune, said: “I think that this amendment to the Constitution has many practical contents. The commune level is the closest to the people. If the apparatus is properly organized and the staff is competent, all policies will reach the people effectively. People hope that after the amendment, the commune government will have enough authority, resources and clear responsibilities to serve the people better.”

Police officers guide people to contribute ideas to the draft amendments and supplements to the 2013 Constitution on VNeID.

Representing a prestigious person, Mr. Hoang Van Moi, Chi village, Xuan Giang commune expressed his opinion: “I am very happy to participate in giving opinions on the amendment of the Constitution. I researched the draft to clarify the operating principles of the Vietnam Fatherland Front . The Front is not only a place to gather the strength of great national unity, but also represents and protects the legitimate and legal rights and interests of the People, implements democracy and social criticism. When the role and authority are clearly defined in the Constitution, the Fatherland Front will better promote its role as a bridge between the Party, the State and the People”.

These days, the Provincial Police have directed professional units, police of communes, wards and towns to provide technical support, helping people access and submit comments on the draft Constitution on the VNeID application. Lieutenant Colonel La Van Viet, Deputy Head of the Department of Administrative Management of Social Order, Provincial Police said: "The Department has closely coordinated with forces, Party committees and local authorities, mobilizing officers and soldiers to remote, isolated and disadvantaged areas, where access to information technology is limited to guide people to participate in giving comments conveniently and fully".

As of May 18, the whole province had 58,500 people contributing their opinions to the revised and supplemented Constitution on the VNeID software. In addition, people also contributed many enthusiastic and responsible opinions in other forms. The consensus of the people is a testament to the spirit of solidarity, patriotism, and aspiration to rise up, for a democratic, fair, civilized and modern country.
