Facilitate people to test and issue driving licenses

BHG - Implementing Circular No. 12, dated February 28, 2025 of the Ministry of Public Security regulating the testing, issuance of driving licenses (GPLX), issuance and use of international driving licenses, the Traffic Police Department (CSGT) of the Provincial Police proactively deployed many synchronous solutions to ensure seriousness, efficiency, and compliance with regulations in training, testing, and issuance of driving licenses.

Based on the implementation of Circular No. 12 of the Ministry of Public Security and the directives of the Provincial Police, the Traffic Police Department established a Road Motor Vehicle Driving License Examination Team. Organized training and assigned 17 officers, including leaders and professional officers, to attend the Examination Officer card issuance classes. Lieutenant Colonel Nguyen Thi Hue, Head of the Road Motor Vehicle Driving License Examination Team, said: With the attention and close direction of the Provincial Police leaders, the Traffic Police Department leaders assigned the Road Motor Vehicle Driving License Examination Team to thoroughly prepare the conditions for the first examination. At the same time, focus on reviewing the records of candidates who have passed the training and met the standards to be included in the examination list. Carefully check the equipment and vehicles at the Examination Center and assign specific tasks to members of the Examination Team, organize the examination to ensure objectivity, transparency and compliance with the law.

In the first driving license test organized by the Provincial Police from May 10 to 11, despite the prolonged heavy rain, the organization was still serious, according to plan, ensuring transparency, fairness and safety. This test had a total of 299 candidates participating. These were candidates who had registered since 2024 but due to interruptions during the transfer of testing work between the Department of Construction and the Provincial Police. Candidate Nguyen Thi Thuy Uyen, residing in Vi Xuyen town (Vi Xuyen) shared: "I registered to study since mid-2024 but only now have the opportunity to take the test. I am really looking forward to this test and hope to achieve good results."

Under the heavy rain, the image of enthusiastic People's Police officers holding umbrellas and supporting candidates to move from the waiting area to the examination vehicle in the picture left many good impressions. Despite their wet clothes, the officers and soldiers still upheld their sense of responsibility, ensuring that the examination took place according to the correct procedures and regulations. In the theoretical and simulation examination rooms, candidates were called according to their registration numbers. The police force used scanners for electronic devices such as smartphones, recording devices, and ID cards to verify images and identify faces to prevent cheating in the examination. Before entering the examination in the picture as well as other examinations, the examination officers carefully instructed the necessary notes to help candidates stabilize their psychology and achieve good results.

In addition to the testing work, the Traffic Police Department proactively coordinated with the Department of Construction to receive nearly 20,000 records related to the issuance and renewal of driving licenses. The records include archived documents from 1996 to 2024, management logbooks, specialized equipment such as: Datacard SR300 PET card driving license printer, LM300 coating machine, cameras, scanners, desktop computers and image encoding devices... serving the management and issuance and renewal of driving licenses. From March 1, 2025 to present, the Provincial Public Administration Center has received 1,574 records of issuance and renewal of driving licenses, while the Online Public Service Portal recorded an additional 212 records sent by people. Currently, the Traffic Police Department is proposing to arrange 10 more points to receive records at commune-level police stations throughout the province. These reception points will be fully equipped with necessary equipment to facilitate people in issuing, exchanging and reissuing driving licenses.

Deputy Head of the Traffic Police Department Le Trung Thuan said: Circular No. 12 of the Ministry of Public Security has many new points such as the content of the A1, A, B1 driving license test includes a theory test and a practical test in pictures. If the candidate fails the theory test, he/she can still continue to take the practical test. For car driving license classes, candidates must participate in all 4 test parts including: Theory, traffic simulation, practical test in pictures and driving on the road. The passed content will be reserved for 1 year, and the failed test parts can be re-registered. In particular, if the candidate brings a phone or communication device into the test room or commits other acts of cheating to distort the results, the test will be suspended and the test results will be canceled.
