According to the Ministry of Information and Communications , Vietnam has gone through two development phases of public services since 2011. Phase 1 was launched when the number of high-level public services deployed nationwide was very small, and phase 2 was developed in breadth, with a breakthrough in the number of public services. Accordingly, the rate of administrative procedures provided in the form of public services reached about 81%, including the rate of administrative procedures with records provided in the form of public services nationwide reaching 55.5%, the ministry block reaching 59.68% and the local block reaching 55.38%. The national public service portal integrates nearly 4,400 public services, helping people and businesses conveniently access services through the system of ministries, branches and localities through a single "one-stop shop"...

In order to develop phase 3 in depth, striving for the rate of online records to reach 70%, delegates focused on discussing and evaluating the achieved results as well as difficulties and problems and proposed many solutions for effective implementation in the coming time.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized: In recent years, the legal environment for the implementation of public services has been basically completed, through laws, decrees and circulars that have been issued. However, the implementation process still has many bottlenecks that have not been promptly resolved, leading to a low rate of completion of the set goals. The Prime Minister requested ministries, branches, and localities to further promote the role of leaders in leadership and direction; organize specific assignments of tasks for each responsible department, along with regular inspection and monitoring of implementation progress. Promote propaganda about the role and position of digital transformation in the socio-economic field; focus on mobilizing resources to invest in technology infrastructure, pay attention to human resource training; synchronously develop appropriate digitalization mechanisms, policies and roadmaps, and minimize unnecessary administrative procedures. At the same time, share good and creative practices among agencies and localities, creating favorable conditions for people and businesses to access and use public services.
