Need to flexibly transfer capital from slow-disbursement projects to good-disbursement projects

On the morning of September 17, the Government Standing Committee held the third national conference to promote public investment in 2025. Prime Minister Pham Minh Chinh attended and directed the conference.

Attending the conference were Deputy Prime Ministers Ho Duc Phoc, Le Thanh Long, Bui Thanh Son; representatives of leaders of ministries, agencies and localities.

Attending at the Dak Lak province bridge were Vice Chairman of the Provincial People's Committee Truong Cong Thai; representatives of leaders of departments, branches and sectors of the province.

In 2025, the Prime Minister assigned ministries and central agencies to plan state budget capital investment of more than VND 884,585 billion. By August 31, 2025, ministries, central agencies and localities had allocated and assigned detailed 2025 capital investment plans for the list of tasks and projects of VND 846,187 billion (equal to 95.66% of the plan assigned by the Prime Minister); VND 38,398.5 billion of 18 ministries, central agencies and 29 localities had not yet been allocated.

Regarding the disbursement of the state budget investment plan in 2025, by August 31, 2025, it is estimated that 409,174 billion VND has been paid (equal to 46.3% of the plan assigned by the Prime Minister), 5.9% higher than the same period in 2024 (about 135 trillion VND).

There are 8 ministries, central agencies and 22 localities with estimated disbursement rates reaching the national average; there are 30 ministries, central agencies and 12 localities with estimated disbursement rates below the national average.

Disbursement of public investment capital in 2025 has shown more positive signs than the same period in 2024, however, the disbursement rate is still slow due to many reasons. The main reason is still the organization and implementation work. At some points, some projects and some ministries, branches and localities have not been really drastic, and the role and responsibility of the leaders in some cases have not been clearly promoted.

In addition, there are difficulties in site clearance; impacts from the arrangement of administrative units and organizational apparatus; problems with legal documents and implementation instructions; difficulties in planning, environment, supply and price fluctuations of materials; unusual weather changes...

Concluding the conference, Prime Minister Pham Minh Chinh requested ministries, agencies and localities to promote decentralization and delegation of power; flexibly transfer capital from slow-disbursement projects to good-disbursement projects; continue to mobilize the entire political system to participate in site clearance work; review and promptly handle officials and investors who are slow to disburse, allowing violations to occur.

In addition, it is necessary to ensure the supply of construction materials; promote the role of working groups to urge disbursement; urgently study and handle recommendations of agencies and units; speed up progress, ensure quality and procedures, and prevent negativity; promote the role and responsibility in performing public duties, and focus on accelerating the disbursement of public investment capital.
