More than 100,000 officials who quit their jobs after the merger have received payment for the regime.

(Dan Tri) - Up to now, 141,444 people nationwide have received decisions to quit their jobs (an increase of 34,732 people compared to the report on September 5). Of these, 102,378 people have received payment for policies and regimes.

On the afternoon of September 17, Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a meeting with ministries and branches on the implementation and operation of the two-level local government model.

Reporting at the meeting, Minister of Home Affairs Pham Thi Thanh Tra said the implementation of the two-level local government model continued to achieve many important results.

According to the Minister, many difficulties and problems since the time of operating the 2-level local government have been resolved and overcome, such as: problems related to authority when implementing decentralization, delegation of authority, and assignment of authority. Some problems with the information technology system have also been basically resolved.

According to the report, 465 specialized agencies under the People's Committees of 34 provinces and cities and 9,916 specialized departments under the People's Committees of 3,321 communes, wards and special zones have been put into operation in a disciplined, stable, smooth and effective manner.

As of September 15, 741 administrative procedures have been decentralized from the central level to localities; 346 administrative procedures under the jurisdiction of the district level have been assigned to the provincial and commune levels.

The rotation, mobilization, and reinforcement of cadres to support local authorities at two levels are also continued to be promoted by localities such as Hai Phong, Ho Chi Minh City, Da Nang, Bac Ninh ...

Regarding the reception and settlement of administrative procedures, technology infrastructure and digital transformation, Minister Pham Thi Thanh Tra said that 3,139 commune-level Public Administration Service Centers and one-level Public Administration Service Centers ( Hanoi , Quang Ninh) have been operating stably and basically smoothly.

The rate of receiving and returning online documents to people after more than 2 months (from July 1 to September 15) reached about 6.6 million documents, with 91% of them processed on time. Along with that, there were more than 3 million online payment transactions with a total amount of 1,700 billion VND.

The synthesis of reports from ministries, branches and localities also shows that, up to now, the whole country has 141,444 people who have received decisions to quit their jobs (an increase of 34,732 people compared to the report on September 5), of which 102,378 people have received payment for policies and regimes.

The number of surplus houses and land that need to be handled is currently 15,927 (a decrease of 195 compared to the report on September 5). According to the Ministry of Finance, there are still 296/3,321 commune-level administrative units that are not equipped with cars.

Reporting on the results of assigned tasks, representatives of ministries and branches also pointed out difficulties and problems.

The main reason, according to ministries and branches, is the uneven arrangement of civil servants at the commune level. There are enough or surplus staff but a lack of specialized staff in key fields; and there is a lack of and deterioration of facilities.

Concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh highly appreciated the Ministry of Home Affairs for carefully synthesizing the prepared content to report to the Politburo.

According to the Deputy Prime Minister, over time, the data in the report will change, so ministries need to pay attention to updating information and discussing with the Ministry of Home Affairs to have accurate and complete data.

The Government leader also requested ministries and branches to urgently and proactively organize and implement the tasks that have been compiled by the Ministry of Home Affairs according to the plan of the Central Steering Committee on the organization of two-level local governments. "For any completed tasks, discuss with the Ministry of Home Affairs to confirm their completion," the Deputy Prime Minister noted.

Welcoming the ministries that sent working groups to 34 localities to support the operation of two-level local governments, the Deputy Prime Minister assigned the Ministry of Finance to urge the settlement of policies, build resources, and arrange facilities and equipment for localities.

Of the 3,321 communes, 296 communes do not have cars. Government leaders requested the Ministry of Finance to direct the early resolution of this situation.

The Deputy Prime Minister also requested to completely resolve the payment of policies and regimes according to Decree 178. In addition, ministries should focus on solving and finding solutions for long-term tasks such as issues of staffing, professional training, headquarters, etc.
