On June 16, the Provincial Police held a conference to propagate crime prevention and drug abuse prevention for establishments with conditions on security and order (ANTT) and service businesses that are prone to social evils.
The conference was attended by more than 100 owners of qualified business establishments in the province. At the conference, the owners of the establishments were informed and disseminated about the legal regulations on the list of narcotic substances in Decree 57/2022/ND-CP, dated August 25, 2022 of the Government ; regulations on sanctions for drug crimes in the 2025 Penal Code (from articles 246-259).
Announcement of the situation of social order crimes and drug crimes in the province in the first 6 months of the year and the general responsibilities of conditional business establishments on security and order as prescribed in Article 25 of Decree 96/2016/ND-CP dated July 1, 2016 of the Government regulating security and order for a number of conditional business lines and professions and Decree 54/2019/ND-CP on conditions for karaoke and discotheque business.
Colonel Nguyen Dinh Thua, Deputy Director of the Provincial Police, said that in recent times, the police force in the province has always created favorable conditions for businesses and establishments to operate and develop. However, the compliance with the law on regulations in the field of security and order by some business owners has not been serious and complete.
Specifically, regulations on fire prevention and fighting; regulations on management of business establishments with conditions on security and order have not been seriously and fully implemented; many establishments have lax management, allowing bad elements to take advantage of renting rooms to organize and illegally use drugs.
According to statistics from the functional sector, currently in the province there are 1,957 business establishments with conditions on security and order (including 174 karaoke establishments, 962 motels and hotels; notably there are 118 business establishments with conditions and services that are prone to crime with signs of suspected drug activities ) .
Since the beginning of 2023, the provincial police force has inspected 468 business establishments with security and order conditions, detected, recorded violations and handled 25 administrative cases, fined more than 137 million VND related to acts of not making a notification of stay, not storing information of guests, organizing, and illegally using drugs.
Thereby, the police force discovered and handled 12 drug cases at conditional business establishments and sensitive services with 82 subjects; of which, prosecuted 78 subjects, administratively sanctioned 5 subjects (compared to the same period in 2022, discovered 8 more cases, with 28 subjects).
The provincial police require that conditional business establishments must strictly comply with legal regulations; conduct business healthily and sustainably, and absolutely not disregard immediate benefits and must be responsible before the law, affecting security and order.
Police of all units and localities will simultaneously inspect compliance with drug laws, especially the illegal use and organization of drug use at a number of establishments, and strictly handle all violations with the viewpoint of "no forbidden zones, no exceptions".
On this occasion, the conference organized for owners of qualified business establishments in the area to sign a commitment to strictly comply with the provisions of the law on fire prevention and fighting; crime prevention and social evils.
