At the age of 30, full of youthful energy, Mr. Tran Manh Toan, a specialist at the Department of Culture, Sports and Tourism of Lao Cai province, is among the pioneering staff of the agency to work in the new provincial center from July 1. His wife and young children are temporarily staying in Lao Cai but will always be a great source of encouragement for Mr. Toan to try his best.
Mr. Toan said: "Everything is ready. The two provinces and the two agencies have also met many times and carefully. I am mentally ready, just need to pack my backpack and go. I also hope that when working at the new provincial center, everyone will coordinate well in their work as well as be given the most favorable conditions to complete their tasks."
According to Ms. Tran Xuan Hue, Deputy Director of the Department of Culture, Sports and Tourism of Lao Cai province, all conditions for the new work after the arrangement and merger have been carefully prepared by the focal points in Lao Cai - Yen Bai for many days now; especially for the configuration of 170 administrative procedures and information systems to be synchronized, smooth, and uninterrupted from the first day of operation. As for the staff, according to the roadmap, the first phase will have nearly 20 officials of the Department moving first to work at the old headquarters of the Yen Binh district government, Yen Bai province.
"Our office is expected to be 5-6 km from the administrative center, but the travel conditions are also very convenient. The office is also quite spacious, there is a new building under construction, which can meet the conditions for officials and civil servants to work immediately and partly solve the need for public housing, so we are very secure, bringing only a computer and an excited spirit" - Ms. Hue said.
Among the fields, agriculture and environment have a large number of administrative procedures, requiring consultation on the issuance of many legal documents. According to Deputy Director of the Department - Pham Binh Minh, in the immediate future, 80 officers and civil servants of the Department will move to the new center, but in the spirit of "running and lining up at the same time" because many tasks have to be deployed early to be able to operate.
"Both working conditions and work content cannot be interrupted. We have 52 Resolutions and Decisions that must be revised immediately when the new province comes into operation. We have drafted them and are waiting for the new province to implement them immediately," said Mr. Minh.

Arrange documents to prepare for new provincial government activities
According to Mr. Hoang Manh Linh, Deputy Secretary of Lao Cai Provincial Youth Union, 11 officials of the Provincial Youth Union who are being relocated will also be present in Yen Bai before July 1 to prepare for work. The team's mindset is clear and they are highly determined.
"We ensure a unity, which is to go to develop, to go to strive to rise up. On that basis, the cadres of the Provincial Youth Union all agreed highly, volunteered to go in the first batch to start working from July 1, together with the youth of the old Yen Bai province, determined to complete the proposed contents and programs as well as give the best advice to the new Party Committee" - Mr. Linh said.
According to the roadmap, the first batch of more than 800 cadres from Lao Cai will move to the new political-administrative center in Yen Bai. Depending on the number, each agency and unit will proactively arrange means and travel time to meet the task as soon as the new apparatus comes into operation.
