On the afternoon of October 15, right after the welcoming ceremony, National Assembly Chairman Vuong Dinh Hue and Chairman of the State Duma of the Russian Federation Vyacheslav Viktorovich Volodin led high-ranking delegations of the two countries to hold talks, reported the People's Deputies Newspaper.
National Assembly Chairman Vuong Dinh Hue stated that the Vietnamese National Assembly looks forward to and highly appreciates the significance of the visit, which is an important event, contributing to consolidating and enhancing the friendly and cooperative relations between the two National Assemblies in particular and between Vietnam and the Russian Federation in general.
The leaders of the Vietnamese Party and State attach great importance to the visit and on October 16, General Secretary Nguyen Phu Trong, President Vo Van Thuong and Prime Minister Pham Minh Chinh will all have meetings with the Chairman of the Russian State Duma.
At the talks, National Assembly Chairman Vuong Dinh Hue and Chairman of the Russian State Duma Vyacheslav Viktorovich Volodin suggested that the two sides continue to increase the exchange of high-level delegations and all levels to continue promoting relations and practical and effective cooperation through all channels, especially the Party and Parliament channels.
National Assembly Chairman Vuong Dinh Hue affirmed that Vietnam supports Russia in promoting its active role in the Asia-Pacific region in regional processes and issues; and is ready to act as a bridge to promote cooperation between Russia and ASEAN countries.
National Assembly Chairman Vuong Dinh Hue proposed that the Russian Federation support the stance of ASEAN and Vietnam in resolving disputes by peaceful means on the basis of international law and the 1982 United Nations Convention on the Law of the Sea, and through the Russian Federation-ASEAN relationship, contribute to being a positive factor in promoting the parties to soon build and implement the Code of Conduct in the East Sea.
Discussing economic, trade and investment cooperation, National Assembly Chairman Vuong Dinh Hue suggested that the Russian Federation study and consider simplifying import procedures for agricultural and aquatic products from Vietnam; promote negotiations, upgrade, amend and supplement the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU)... aiming to increase bilateral trade turnover to 10 billion USD by 2030.
The two sides assessed that oil and gas and energy cooperation is an important pillar of the Vietnam - Russian Federation Comprehensive Strategic Partnership; highly appreciated the results of the 3rd Meeting of the Vietnam - Russian Federation Cooperation Committee on Education, Science and Technology (November 2022).
National Assembly Chairman Vuong Dinh Hue thanked the Russian Federation for continuing to provide Vietnam with 1,000 scholarships each year and suggested continuing to maintain and promote joint cooperation projects in the field of science and technology.
The National Assembly Chairman thanked and hoped that the National Assembly and the Government of the Russian Federation would continue to create conditions and care for the Vietnamese community in Russia to stabilize their lives, integrate into the local community, and contribute to the relationship between the two countries.
Regarding the conflict in Ukraine, National Assembly Chairman Vuong Dinh Hue expressed his hope that all parties would seek diplomatic and peaceful solutions on the basis of the United Nations Charter and international law; affirming that Vietnam is ready to play an active role in the reconciliation process.
Regarding parliamentary cooperation, National Assembly Chairman Vuong Dinh Hue and Chairman of the State Duma of the Russian Federation Vyacheslav Viktorovich Volodin agreed that this is one of the important pillars in the bilateral relationship.
National Assembly Chairman Vuong Dinh Hue expressed his appreciation for the contributions of the State Duma of the Russian Federation and Chairman Vyacheslav Viktorovich Volodin personally in promoting bilateral relations, including cooperation between the two countries' parliaments.
