Cooperation in development of information technology, communications and digital transformation

On September 22, in Quy Nhon City, the Ministry of Information and Communications , the People's Committee of Binh Dinh Province and the Vietnam Association for Information Technology jointly organized the 24th Vietnam Information and Communications Technology (ICT) Development Cooperation Conference - 2023.

The 24th Vietnam Information and Communications Technology Development Cooperation Workshop this year has the theme: "Digital data and decision support platforms". This is a forum for contributing ideas, sharing experiences and creating opportunities for solidarity and cooperation between provinces and cities nationwide in the field of information technology and digital transformation, aiming to perfect the digital government model, contributing to promoting administrative reform, serving people and businesses. At the same time, the Workshop is also an opportunity for managers, organizations, businesses and individuals operating in the field of information technology and digital transformation to meet, exchange, grasp the current situation, introduce the activities and capacity of the unit; seek cooperation, introduce new technical and technological solutions, link to promote the development and application of information technology and communication to meet the socio -economic development of the country.

Speaking at the opening ceremony of the workshop, Mr. Nguyen Huy Dung, Deputy Minister of Information and Communications, said: This year's workshop has the theme "Digital data and decision support platforms". Digital data and digital platforms are basic elements in the national digital transformation process. Data is generated from platforms and is exploited by platforms. With data, platforms can operate effectively. Using platforms generates new data. These two elements are independent but closely linked and inseparable.

Talking about digital platforms, Deputy Minister Nguyen Huy Dung said that this is a very unique digital transformation approach of Vietnam, changing from using individual software to digital platforms for the whole industry, the whole province, the whole country; from there, the connection and sharing of data can be carried out smoothly. Digital platforms provide digital technology as a service. Anyone can use it. Ministries, branches, and localities need to identify digital platforms to widely popularize for their industry, for their province to deploy synchronously, unify, avoid waste, cause costs, and inefficiency.

Regarding digital data, the Deputy Minister requested that ministries, branches and localities that want to promote digital transformation in their fields and localities need to focus on promoting the development of industry data and local data, sharing data, and opening data to effectively exploit those resources. The more data is shared and used, the more value it creates.

In his welcoming speech at the workshop, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that in recent times, despite many difficulties, Binh Dinh's digital transformation mission has had many positive changes. It can be seen that the direction and management of leaders at all levels has gradually relied on data; the IT industry has seen many improvements with the establishment of Quang Trung - Binh Dinh Software Park and the participation of leading technology enterprises in Vietnam. In particular, Binh Dinh is striving to build Quy Nhon City into one of the country's Artificial Intelligence (AI) Centers in the near future.

“This workshop is an opportunity for localities across the country to meet, share and exchange successfully implemented models; remove difficulties and obstacles in the digital transformation process at the local level, in order to gradually build a modern and synchronous digital government, actively contributing to the task of administrative reform, serving people and businesses, ensuring national defense - security and sustainable socio-economic development" - Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan believes.

At the Workshop, managers and experts presented a number of papers on the National Digital Transformation Program in 2023; the importance and role of population databases in accelerating national digital transformation; building a reference model and a platform for synthesizing and analyzing provincial-level data; environmental resources database; converting data from traditional IT infrastructure to cloud computing; providing interconnected public services on the National Public Service Portal; a platform for synthesizing, analyzing, and forecasting (iTitan) to build shared data and specialized data for state agencies.

In the afternoon of the same day, the Workshop continued with thematic sessions, in which session 1 had the topic: "Data and platforms to support improving the effectiveness of building digital government"; session 2 "Platforms, solutions, and products applying new technology to support building a digital society and developing a digital economy"; session 3 "Make in Vietnam digital technology products and services promote the development of Vietnam tourism".

On this occasion, the Ministry of Information and Communications announced the Prime Minister's Decision to admit the Binh Dinh Information Technology Center as a member of the Quang Trung Software Park Chain; signed a memorandum of understanding on coordination in implementing and promoting digital signatures in Binh Dinh province; announced the report on the Readiness Index for the development and application of Vietnam's information technology in 2022 (Vietnam ICT Index 2022)./.
