In particular, the Tan Phuc - Vong Phan Road Construction Investment Project (assigned to DT.378) started construction in November 2023. With the determination to remove difficulties and obstacles, ensuring project progress according to the direction of the Provincial Steering Committee for Key Projects for the 2021-2025 period, which is to basically complete the project before September 30, 2025, in the past time, Party committees and authorities from the province to the grassroots level have focused on removing each "bottleneck". In particular, the work of propagating and mobilizing people to strictly comply with the Party's guidelines, policies and laws of the State in the fields of land management, planning management, construction order to implement compensation and site clearance is given top priority.

On April 29, 2025, the Provincial People's Committee issued Decision No. 1007/QD-UBND stipulating other support levels when the State reclaims land and clears the site to implement the Tan Phuc - Vong Phan road project (assigned to DT.378). This is considered an important decision of the province to remove difficulties in project site clearance.

Accordingly, the Provincial People's Committee stipulates 7 main support groups when the State reclaims land and clears the site to implement the Tan Phuc - Vong Phan road project, typically: Support for house rent of 6 million VND/household/month for a maximum of 9 months for people whose residential land has not been arranged for resettlement, have no other place to live or whose house has been demolished and cannot be used; support for residential land for areas encroached upon by households and individuals, or self-converted in purpose before July 1, 2014, if eligible for a Certificate of Land Use Rights before the planning and plan are issued but have not been granted, support equal to the level of compensation for residential land, minus financial obligations according to regulations...

Mr. Tran Minh Hai, Director of the Traffic Construction Investment Project Management Board, said: The project has received close attention from the Provincial Party Committee, People's Council, and Provincial People's Committee, and has been identified as a key project to welcome the 20th Provincial Party Congress, term 2025 - 2030. Through propaganda and mobilization, households in the project area have basically agreed and supported the implementation of the project. Up to now, the investor has coordinated with the districts to hand over the construction site to the contractor to construct more than 97% of the area that needs to be recovered. The contractors are organizing 11 construction teams along the entire route to construct the project with an implementation value of over 1.1 trillion VND.

Infrastructure construction of Dang Le Industrial Park

In particular, the Tho Hoang Industrial Park Infrastructure Investment and Construction Project has been approved by the Provincial People's Committee for the task and estimate of the 1/2000 scale construction planning on March 12, 2025 and approved the Plan for selecting contractors for the planning project on April 8, 2025. The Kim Dong Industrial Park project has cleared nearly 93% of the construction site... Mr. Vu Quoc Nghi, Head of the Provincial Industrial Park Management Board, said: The province's consistent guiding viewpoint for sectors and localities is to ensure favorable conditions for businesses to build technical infrastructure in industrial parks and industrial clusters; how to always have clean sites and adequate infrastructure to attract investors. Up to now, the implementation of many key industrial park and industrial cluster projects has had many positive changes.

Mr. Nguyen Duc Tai, Director of the Department of Finance, said: The key projects of the province being implemented are important projects promoting the socio -economic development of the province. With the strong direction of the Provincial Party Committee and the Provincial People's Committee, many key projects of the province are being implemented by all levels and sectors. However, the progress of some projects is slower than required. Therefore, in the coming time, all levels, sectors and localities need to take more drastic measures in implementing procedures related to investment, land, site clearance, ensuring the progress of project implementation.
