Three general principles
Closely follow the conclusions of the Politburo , the Secretariat, and the Central Steering Committee on summarizing Resolution No. 18-NQ/TU, and the guidance of the Central Organizing Committee and the Steering Committee for the arrangement of administrative units and the construction of two-level local governments of the Government to arrange and assign new commune-level cadres and civil servants, ensuring standards, conditions, experience, and prestige to meet the requirements of the political tasks of the new commune level.
The Standing Committee of the Provincial Party Committee, City Party Committee, and Provincial People's Committee shall direct the review of the quantity, standards, professional qualifications, experience, and practical capacity of the current staff of district- and commune-level cadres, civil servants, and public employees; it is necessary to mobilize and increase provincial-level cadres, civil servants, and public employees working at the commune level; develop plans and decide on the arrangement and assignment of personnel in an objective and impartial manner, ensuring quality and suitability for the job positions of new commune-level civil servants according to the functions and tasks of the agencies and units under the People's Council and People's Committee at the commune level according to their authority.
The arrangement and assignment of civil servants at the new commune level must be associated with restructuring and improving the quality of the staff and civil servants, contributing to improving the efficiency of the state apparatus and serving the people and businesses well.

Standards for commune-level civil servant titles and orientation for arrangement and placement
For commune-level officials (Party Secretary and Deputy Secretary; Chairman of People's Council and People's Committee; Vice Chairman of People's Council and People's Committee): Implement the guidance conclusions of the Politburo , Secretariat and Central Organizing Committee on personnel plans when arranging the organization and administrative units.
The guidelines clearly stipulate general standards (standards on political ideology and moral qualities; standards on training level).
Standards for leading and managing civil servants (department heads and equivalent, deputy department heads and equivalent of People's Councils and People's Committees at commune level): In addition to meeting the above general standards, leading and managing civil servants must also meet the following specific standards:
Political theory standards: Have a diploma of intermediate political theory or higher or have a certificate of equivalent intermediate political theory level from a competent authority.
In case of being in the process of completing the political theory standards as prescribed in Decree 29/2024/ND-CP or Decree 33/2023/ND-CP, they will be considered to meet the political theory standards for appointment.
Other standards and conditions in some specific cases: In case of being assigned to a leadership or management position or title in the new commune-level Party Committee structure, the standards and conditions according to Directive No. 45-CT/TU and Conclusion No. 154-KL/TU of the Politburo must be met; in case of being a leader of a district-level department or higher, the age standards for appointment and planning must not be met.
Standards for professional and technical civil servants at the commune level (not holding leadership or management positions): Commune-level cadres and civil servants who are elected or recruited and have their salaries ranked according to their training level as administrative civil servants prescribed in Decree No. 33/2023/ND-CP, if they meet the standards and conditions prescribed in Clause 1, Section II, will be assigned to the new commune-level civil servant position and ranked in the administrative civil servant category at the current salary level and coefficient, without having to carry out procedures for admission to work as civil servants.
In case commune-level cadres and civil servants are being sent by competent authorities for university-level training to meet the requirements of the job position they are undertaking, the civil servant management agency shall consider and arrange them to a new suitable job position at the commune level; at the same time, they shall continue to participate in training until graduation in accordance with regulations.
For commune-level civil servants who are ethnic minorities or work in areas with particularly difficult socio -economic conditions and have not yet achieved university qualifications, it is necessary to consider their capacity, credibility, and practical experience to arrange suitable jobs; at the same time, they must have their university qualifications standardized after 5 years from the establishment of a new commune-level administrative unit.

When mobilizing provincial and district-level officials to work as civil servants at the new commune level according to the arrangement project approved by the competent authority, it is not necessary to carry out procedures for receiving them as civil servants.
Current provincial and district-level officials, civil servants and public employees and commune-level officials who are assigned to work as civil servants at the new commune level will continue to receive salaries according to their current ranks, grades and allowances for a period of 6 months; after that, they will be implemented according to the new regulations of the Government.
In case civil servants and professional and technical officials are appointed to leadership and management positions at the new commune level, the leadership position allowance will not be temporarily applied until there are regulations of the Government.
The Steering Committee recommends that the Standing Committees of the Provincial Party Committees and the Central City Party Committees, based on relevant Central regulations and instructions in this document, proactively study and review the standards, conditions and plans for arranging new commune-level personnel to ensure appropriateness, balance and harmony between provincial and district-level cadres and civil servants and current commune-level cadres and civil servants to meet the requirements and political tasks of the new commune-level administrative units.
The provincial People's Committee directs relevant agencies to implement the arrangement of new commune-level personnel according to the plan approved by competent authorities; promptly implement policies and regimes for cases of voluntary early retirement, resignation or failure to meet the standards and conditions to be arranged as new commune-level civil servants.
The assignment and arrangement of cadres and civil servants at the commune level must be strict, thorough, democratic, objective, transparent, fair, impartial, and in accordance with the Party's principles and regulations; political and ideological work must be done well, creating high solidarity and unity among cadres and civil servants; at the same time, measures must be taken to handle or promptly detect and propose to competent authorities to direct and handle related issues arising in practice.
