Prime Minister Pham Minh Chinh requested Ministers and Heads of ministerial-level agencies to urgently complete the draft Decrees on decentralization, delegation of authority, and assignment of authority according to the sectors and fields assigned to their ministries and sectors to submit to the Government for promulgation; the completion time is before June 10, 2025. That is the content of Official Dispatch No. 83/CD-TTg dated June 7, 2025 of the Prime Minister on continuing to promote decentralization, delegation of authority; assignment of authority in sectors and fields.
The dispatch clearly stated: In recent times, ministries and ministerial-level agencies have made many efforts to urgently implement decentralization and delegation of power according to their respective fields, in conjunction with implementing the 2-level local government model under the direction of the Politburo , the Secretariat, the Government, and the Prime Minister.
In order to promptly complete and synchronize the legal framework for the operation of the two-level local government organization model from July 1, 2025 in accordance with the policies and requirements of the Politburo, the Secretariat, especially the direction of General Secretary To Lam, the Prime Minister requests:
Ministers and heads of ministerial-level agencies shall urgently complete draft Decrees on decentralization, delegation of authority, and assignment of authority according to sectors and fields assigned to their ministries and sectors for submission to the Government for promulgation; completion date is before June 10, 2025.
Assign Deputy Prime Ministers assigned to be in charge of the field to carefully review and approve draft Decrees on decentralization, delegation of authority, and assignment of authority before submitting them to Permanent Deputy Prime Minister Nguyen Hoa Binh for signing and promulgation; completion date is before June 12, 2025.
Chairmen of People's Committees of provinces and centrally-run cities shall proactively organize implementation and direct competent agencies to receive tasks according to decentralization, delegation of authority, and division of authority to fully perform assigned tasks, leaving no legal gaps, promptly resolving administrative procedures for people and businesses to ensure no interruptions, no disruptions, and no inconvenience, harassment, increased costs, time, effort, etc.
