Although all levels and sectors have actively implemented the work of preventing and combating child drowning accidents, tragic drowning cases have still occurred in Huong Khe district in recent times. To reduce drowning, Huong Khe district has opened hundreds of free swimming classes every year and received positive responses from the community. In 2025, all levels and sectors will continue to mobilize students and parents to register for swimming lessons, striving for 100% of children from 8 to under 15 years old who do not know how to swim to register for swimming lessons.

Mr. Phan Quoc Thanh - Head of the Department of Education and Training of Huong Khe district shared: “Huong Khe is a district with many ponds, lakes, rivers, and streams, many of which are dangerous and have a high risk of drowning. While many households are still facing difficulties, the district has been creative and flexible in calling for social resources to organize free swimming classes for children, helping them gain safety skills in the water environment. This will also be a healthy and useful playground for students during the summer.
Up to now, 100% of communes in the area have installed swimming pools. Some communes with large areas and many children have 2 swimming pools. Swimming teaching volunteers include teachers from local schools, youth union members, armed forces, officials, local people... who are trained and coached professionally every year. At this time, schools also strengthen communication andeducation to raise awareness of preventing and combating injuries and drowning of children through extracurricular classes. During the summer, they will regularly manage and maintain contact to coordinate, urge, remind and manage students.

In preparation for the safe swimming program, preventing and combating child drowning in 2025, localities in Huong Khe are urgently preparing facilities, electricity, water sources, etc. Mr. Le Tien Hao - Secretary of the Youth Union of Huong Thuy commune said: The commune's Youth Union is coordinating to clean and survey the swimming pool to promptly repair and fix damage in order to best prepare for free swimming lessons for about 120 children in the area. It is expected that there will be 4-5 swimming classes for children each week. In addition to teaching swimming, volunteers also impart necessary knowledge and skills to prevent and combat drowning, ensure safety in the water environment; and provide first aid to drowning victims.

Like the Huong Thuy Commune Youth Union, the youth unions are currently coordinating to prepare for swimming lessons. Mass swimming classes will be held during the summer break. At the same time, Huong Khe Youth Union has also coordinated to open 33 classes to propagate and train drowning prevention skills. At the same time, they have coordinated to install more than 110 additional signs warning of drowning risks at vulnerable locations in lakes, dams, rivers, streams, etc.
According to statistics from localities, from 2022 to present, Huong Khe district has organized 300-500 free swimming classes each year. Thereby, helping more than 13,000 children learn to swim safely in the water environment. In addition to free swimming lessons, local authorities and sectors have also strengthened communication work on preventing and combating child drowning; raising awareness among children and the community about preventing and combating drowning.

Mr. Tran Quoc Bao - Vice Chairman of Huong Khe District People's Committee said: Drowning prevention work in the area is being implemented synchronously, with the participation of all localities, units and the response of the community. In particular, the free swimming teaching program is implemented by the locality every year, striving to have 90% of local children of the right age to swim safely by the end of 2025. The whole district has mobilized billions of VND in social resources to implement the free swimming teaching program.
To minimize drowning accidents, the district has also requested local authorities and mass organizations to call on the community, families and parents to always remind their children not to play in dangerous areas near rivers, streams, ponds and lakes. Strengthen propaganda and mobilize families to regularly care for and supervise children, especially during the summer vacation. Actively call on businesses, organizations, individuals and philanthropists to join hands to contribute resources to invest in facilities and swimming pools to organize swimming teaching programs for children to ensure the highest efficiency.
