We learned that the SIPAS Index is evaluated based on two contents: one is the construction and implementation of CSC; the other is the provision of public services by State agencies.
Comrade Tran Viet Thang - Deputy Director of the Department of Home Affairs said: In 2024, the SIPAS 2024 Index of Lai Chau province reached 81.51% points, an increase of 1.69% compared to 2023 and all assessment indexes increased compared to 2023 (index of building and organizing the implementation of CSC increased by 1.72%; index of providing public services increased by 1.66%). The survey process was closely organized, without intervention or direction. Therefore, the results announced by the Ministry of Home Affairs objectively reflect the assessment, evaluation, satisfaction level and expectations of the people for the services of State administrative agencies (SADs) in the province.
The survey shows that, of the 9 policies selected for the survey, the people are most interested in the general education policy; social order and security and household electricity policy. Notably, in 2024, people's thoughts and opinions on the situation of civil servants directly handling work causing trouble and harassment will decrease, especially for the survey criterion "no civil servants causing trouble and harassment" reaching 87.39%, an increase of 4.09% compared to 2023.
People's satisfaction with the service of State administrative agencies increased compared to 2023.
People's needs and expectations have also shifted, changing from strengthening facilities and equipment to serve people's work (2023) to improving the capacity of cadres, civil servants and public employees (CBCCVC) in solving work for people; next is improving the spirit and service attitude of CBCCVC and improving the openness and transparency in providing information to people. Thus, it can be seen that the spirit, responsibility and quality of the team of CBCCVC are still the key factors, deciding the success or failure of the process of implementing policies and providing public services of State agencies.
People's satisfaction with the service of public administrative agencies also increased compared to 2023. Of the 39 criteria assessing people's satisfaction with the construction and organization of public administrative service implementation, 37 criteria reached a satisfaction level of over 80%; 2 component criteria reached a satisfaction level of over 70%: better impact of local socio-economic policies (79.96%) and better family economy of people (79.92%). Many indicators have a level of assessment quite similar to the results of the survey measuring people's satisfaction with the service of public administrative agencies organized by the Provincial People's Committee in 2024.
Mr. Nguyen Van Truong (retired cadre in Tan Phong ward, Lai Chau city) shared: With the popular policies of the province, it has positively impacted the development of Lai Chau. Notably, people's lives have changed significantly compared to before, people are cared for better, and have access to more modern services.

Overall, although all indicators have increased, the increase is not much and it is worth mentioning that Lai Chau's SIPAS Index in 2024 is only ranked 55/63 provinces and cities, down 5 ranks compared to 2023. Many evaluation criteria ranked by rank compared to provinces/cities nationwide are low and decreasing. It can be mentioned that the level of people's satisfaction with the provision of public services is ranked 56/63 provinces and cities, down 5 ranks compared to 2023. In which: the satisfaction index for the one-stop department with enough waiting chairs and chairs for handling work is ranked 55/63 provinces and cities, down 7 ranks compared to 2023; regulations on administrative procedures (TTHC) publicly posted at the one-stop department are easy to see and read, ranked 51/63 provinces and cities, down 3 ranks compared to 2023; The time limit for handling administrative procedures in accordance with regulations ranked 52/63 provinces and cities, down 6 ranks compared to 2023...
Or the survey results of people's thoughts on the situation of civil servants causing trouble, harassment and giving money outside of regulations to civil servants in the province, although small, still exist (causing trouble, harassment is 12.6%; receiving money outside of regulations is 12.27%). This requires local authorities at all levels to continue to thoroughly grasp, propagate, inspect, check, and tighten public service discipline.

The results of the province's satisfaction measurement in 2024 show that some aspects of the construction, organization and implementation of CSC and provision of public services in the province need more attention and reform. This is also an information channel for the province to continue researching and providing optimal solutions to improve the quality of public service provision...
To improve people's satisfaction and SIPAS index ranking in 2025, according to Mr. Tran Viet Thang - Deputy Director of the Department of Home Affairs, Lai Chau needs to continue to effectively implement socio-economic development solutions, well implement CSC, and provide public services. Regarding this, the Department of Home Affairs will advise the Provincial People's Committee to issue a Plan to improve and enhance people's satisfaction with the service of Lai Chau provincial administrative agencies in 2025. Along with that, media agencies need to increase information and propaganda about the SIPAS Index; report on good and bad deeds of agencies and units in handling administrative procedures, providing public services; people's opinions on the quality of public services... All levels and sectors in the province need to advise on building and organizing good implementation of CSC; promote the dissemination of CSC, public services so that people know, can participate in giving opinions, and fully enjoy policies; access and use public services in the best way. At the same time, organize analysis and evaluation of people's opinions, needs and expectations to find solutions to improve service quality. Seriously implement the evaluation, screening and restructuring of civil servants and public employees to meet the requirements of tasks in the new situation.
