The conference was held online from the Central Party Office to 63 locations in Provincial and Municipal Party Committees.

The Conference thoroughly grasped the basic and key contents of Official Dispatch No. 64-CV/TW, dated April 10, 2025 of the Central Party Secretariat on archiving and managing documents and document databases in the process of reorganizing the apparatus of the political system and local administrative units; implemented a number of instructions on archiving, managing and digitizing documents in the process of reorganizing the apparatus of the political system in the locality (instructions on some contents of implementing Official Dispatch No. 64-CV/TW). Instructions on some contents on digitizing documents when reorganizing administrative units; instructions on amending and supplementing a number of points of Instruction No. 40-HD/VPTW, dated November 7, 2018 of the Central Party Office on digitizing documents at agencies, party organizations, socio-political organizations; instructions on digitizing state secret documents, etc.

Delegates exchanged and discussed, and the Central Party Office answered questions about archiving and managing documents and document databases in the process of reorganizing the apparatus of the political system and administrative units at the local level.

Through the Conference, the aim is to unify and synchronize the digitization of State secret documents in agencies and organizations of the political system; improve the skills and capacity of cadres, civil servants and public employees in handling and processing State secret documents when digitizing; ensure safety and prevent the disclosure and loss of State secrets when digitizing State secret documents in electronic form.

Speaking at the Conference, comrade Le Khanh Toan - Deputy Chief of the Central Party Office emphasized that Party committees, agencies, Party organizations, the Vietnam Fatherland Front and socio-political organizations at the provincial, district and communal levels must manage all documents and databases when their operations end, and prevent damage, loss, misplacement or illegal destruction. Ensure the safety and confidentiality of documents and information; all documents must be centralized, scientifically edited and submitted to the Party's historical archives at the provincial level. There is a plan to improve the Party's historical archives at the provincial level, archives of agencies and organizations in the Project on arranging administrative units and organizing the apparatus of the local political system.
