An Duong District announced the 1/2000 scale zoning plan for An Duong Urban Area and Nomura Industrial Park - Hai Phong Phase 2

(Haiphong.gov.vn) - On the morning of August 9, the People's Committee of An Duong district held a conference to announce the 1/2000 scale Zoning Plan for An Duong Urban Area and the 1/2000 scale Construction Zoning Plan for Nomura Industrial Park - Hai Phong Phase 2.

The 1/2000 scale zoning plan of An Duong urban area approved by the City People's Committee and officially announced demonstrates innovative thinking and vision in line with the district's development orientation according to the Project to adjust the city's general planning to 2040, with a vision to 2050 approved by the Prime Minister in Decision No. 323 dated March 30, 2023. The structure of the planning project has identified 07 sub-areas, 13 wards and 20 residential units.

Sub-area 1 is a mixed-use central area including the entire An Duong town, part of Le Loi, An Dong, Hong Thai, Dong Thai, Dang Cuong, and Quoc Tuan communes with a total area of about 1,216 hectares. The development orientation is to form urban centers, new residential areas, and high-rise mixed-use commercial and service buildings along Nguyen Truong To and An Kim Hai streets.

Sub-area 2 is a service urban area including part of An Dong, Dong Thai, Hong Thai, Quoc Tuan, Dang Cuong, Le Loi, Bac Son communes with a total area of about 2,051 hectares. Orientation for developing ecological space, arranging green land fund for urban embellishment, developing space according to the belt road network.

Sub-area 3 is a high-tech industrial urban area including the entire communes of An Hong, An Hung, Dai Ban with an area of about 2,543 hectares. The development orientation is to separate industrial land from existing residential areas, converting the function of riverside industrial land into logistic areas connected to the city's port system network.

Sub-area 4 is a circular industrial urban area including part of An Hoa, Hong Phong, Le Loi and Bac Son communes with an area of about 1,634 hectares. Orientation to develop mixed urban areas linked with high-tech industrial parks, sustainable links betweeneducation and training centers and industrial parks

Sub-area 5 is a gateway urban area including part of Le Thien and An Hoa communes with an area of about 620 hectares. The development orientation is to take National Highway 5 and urban axis roads to develop logistic centers, multi-functional mixed-use areas, and high-tech agricultural areas.

Sub-area 6 is an ecological urban area including part of the communes of Le Thien, Tan Tien, Hong Phong, An Hoa, Bac Son, Nam Son, Le Loi, Dang Cuong with an area of about 1,833 hectares. The orientation of urban space development is on the Re River system, National Highway 5 and National Highway 10, prioritizing the construction of urban service works, green parks, and high-rise mixed-use buildings at major traffic intersections.

Sub-area 7 is a riverside ecological recreation area including part of Quoc Tuan, Hong Thai, Dong Thai communes with an area of about 525 hectares; oriented to develop more lakes to contain and control floods, develop public service works to serve the people.

The indicators on population, land, social infrastructure and technical infrastructure in the planning project have met the criteria for a type I urban area according to the National Technical Regulations on Construction Planning; The land use structure of the planning project has updated the functional areas of urban land, commercial housing projects, security, national defense, industrial zones and clusters, transportation, new rural areas, and city projects in the district. The project also develops solutions for space organization, architecture, urban design, technical infrastructure network organization, solutions for flood and urban inundation prevention, water supply and drainage systems, environmental protection, etc.

An Duong urban planning plays a particularly important role and significance for the development of the district; is a step to institutionalize and generalize the vision, viewpoint, goals, and development orientation for the entire district and each sector, field, and locality; is the most important legal basis for arranging space, attracting investment, and allocating resources, in order to exploit and maximize potentials and strengths to realize the goal of turning An Duong district into a district administrative unit before 2025.

Regarding the 1/2000 scale construction zoning plan of Nomura Industrial Park - Hai Phong (Phase 2), approved by the City People's Committee, located in the administrative boundaries of An Hung, An Hong, Dai Ban communes (An Duong district), with an area of about 230 hectares. This is a comprehensive ecological industrial park, meeting the criteria of an ecological industrial park according to the provisions of law. Focusing on attracting investment in industries with advanced, high-tech, environmentally friendly industries. Multi-industry synthesis, no pollution. Modern technical infrastructure system, environmental protection, sustainable development.

The conference is an event of special significance for the development of An Duong district; for the leadership, direction and operation of the entire political system, meeting the expectations of the people and businesses in the investment and development orientation of An Duong district in the coming time. It is a favorable condition for An Duong district to complete the Project on adjusting administrative boundaries, arranging commune-level administrative units, establishing Wards, and establishing An Duong District in the spirit of the Resolution of the 16th City Party Congress.
