Immediately after attending the online meeting to report to the Standing Committee of the Provincial Party Committee on the developments of floods in the area and response measures, the Steering Committee for Disaster Prevention and Control and Search and Rescue of Tien Yen district held a meeting to discuss and continue implementing scenarios and response plans to ensure the safety of people in the face of complicated developments of floods. Comrade Nguyen Van Hoi, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, attended and directed the meeting.

In Tien Yen district, by the afternoon of September 9, the incident of water overflowing the dam of the Ha Thanh irrigation project (Dong Hai commune) has been basically controlled, the water has gradually receded; functional forces and people have both cleaned up and overcome the consequences, and continued to ensure the safety of households affected by the incident. Tien Yen district affirmed that it will not be subjective, ensuring maximum safety for people because flood water may continue to flow from upstream.
Regarding the flood on Tien Yen River through the town, the rainfall has decreased compared to the morning, the tide is also at its low point (about 1.5m), so the flood has receded more than 1 meter compared to noon on September 9. However, Tien Yen district continues to implement response scenarios, blocking barriers to prohibiting travel through culverts and spillways; ensuring that all households in areas at risk of flooding are evacuated to safety.

It is forecasted that tomorrow morning, September 10, from 8:00 to 10:00, the tide will enter the high tide phase (about over 3m). If the Binh Lieu and Tien Yen areas continue to have heavy rain, the Tien Yen river will continue to rise, causing flooding similar to or greater than today's level.
After listening to the report and quickly analyzing the situation, comrade Nguyen Van Hoi, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, emphasized: The circulation after the storm will still have a lot of impact, especially heavy rain, upstream floods will develop complicatedly in localities. Therefore, Tien Yen district must not be negligent, subjective, continue to maintain 100% of the military force, develop scenarios in advance, deploy response plans in advance, the highest goal is to ensure safety of life, limit property damage for the people.

In particular, the police and military forces must be on duty, patrolling, ensuring that people do not become complacent when the water is receding and return home, as the flood will rise quickly and make it difficult to evacuate; ensuring the safety of homes and property of people in the evacuation area. Tien Yen needs to review the evacuation points and require people to stay in safe locations. In case more households must be evacuated when the flood continues to rise, the district needs to clearly identify the location, ensure food, necessities, and medicine, and be ready to serve people during the evacuation.
The district also needs to establish and ensure a 24/7 communication channel from the district's Disaster Prevention and Control Operation Center to the grassroots level, serving the direction and handling of arising situations.

Regarding the education sector, based on the actual situation, comrade Nguyen Van Hoi requested Tien Yen district to continue to let students in the area stay home from school on September 10; only return to school after preparing all conditions to ensure safety for students.
Immediately after handling and responding to the flood, Tien Yen district needs to quickly mobilize maximum forces to support people in cleaning up the environment, quickly stabilizing their lives; prepare medical supplies to support, guide people in disinfecting and cleaning water sources to restore normal life.
