
In the context of administrative unit mergers taking place simultaneously nationwide, ensuring the system operates stably and smoothly from July 1, 2025 is a key requirement. Plan 02-KH/BCĐTW is therefore considered an "action blueprint" to help transform the management model from "paper administration" to "data administration" , towards the principle of "a unified system - a single data - a seamless service" .
According to the Plan, the urgent phase until June 30, 2025 focuses on removing institutional, infrastructure and data bottlenecks, ensuring smooth operation of the two-level government model after the merger. The breakthrough phase until December 31, 2025 aims to complete the shared platform, connect data across the system, improve the quality of online public services, and lay the foundation for the next development phase.
Immediately after its promulgation, most provinces and cities held conferences to disseminate and develop specific action plans .
In many provinces and cities, the conference to deploy Plan 02 was organized online at the district level , demonstrating high political determination in putting digital transformation content into the focus of the administrative reform program , ensuring connectivity and synchronization from the provincial to grassroots levels.
Many other localities such as Ho Chi Minh City, Bac Ninh, Quang Ninh, and Da Nang have soon issued specific plans to link Plan 02 with data and smart city projects in operation.
However, in some mountainous and southwestern provinces, progress is slow due to a lack of specialized human resources, unsynchronized technology infrastructure, and confusing coordination between departments and branches.
According to a synthesis from localities, more than 80% of provinces and cities have completed connecting the provincial administrative procedure information system with the National Public Service Portal , but the integration of internal and specialized data is still limited. Population, land and business databases in some places are still operating separately and not connected. Many localities have only stopped at the level of digitizing records, not exploiting data to support decision-making or providing proactive services to people. Some typical models such as the Data Operation Center (IOC) in Binh Duong , Quang Ninh or Thua Thien Hue are being considered as models for replication.
Institutionally, the provinces have reviewed dozens of normative documents to standardize data processing procedures, but lack a mechanism for sharing common data across sectors , leading to "information segregation". This is a major challenge that requires more specific guidance from the Central Government.
Besides infrastructure, human resources and funding are two bottlenecks hindering the implementation progress. In many localities, digital transformation costs are still included in regular expenditures, without a separate allocation mechanism. District and commune-level officials have mostly not received in-depth training in system administration, security and data operations , making the implementation heavily dependent on the technology supplier.
Cyber security also poses new challenges. Only about 40% of localities have a functioning Information Security Monitoring Center (SOC) . Some incidents such as access errors, disconnection of public services or OTP authentication still occur, showing the need to improve the level of security and synchronization between system layers.
Previously, at the Conference to disseminate and implement Plan No. 02-KH/BCĐTW organized by the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation on the morning of June 23, 2025 , Politburo member, Standing member of the Secretariat, Deputy Head of the Central Steering Committee Tran Cam Tu gave a speech, emphasizing the role and responsibility of the leader in organizing the implementation of the Plan. He requested: "Heads of Party committees, agencies, and units at the central and local levels must be determined and resolute in leading and directing the implementation of the Plan, considering this a regular political task; directly monitor, inspect, supervise, and be responsible to the Politburo, the Secretariat, and the Central Steering Committee for the implementation results."
This statement guides the actions of the entire political system , clearly demonstrating the spirit of "responsibility to the end" and affirming the Party's political determination to turn digital transformation into a pillar of management , not just a technical tool.
Overall, after more than 4 months of implementation, Plan 02-KH/BCĐTW has created a clear movement in awareness and action at all levels and sectors. Although there are still many challenges in human resources, data and information security, the initial results show that a new governance model is taking shape - where data is considered a strategic resource, and digital technology becomes a tool to innovate leadership and management methods.
If implemented synchronously and closely monitored, Plan 02 will be a turning point paving the way for a two-level digital government and a unified national data administration – realizing the goal of a “Serving State” in the digital transformation era.
