on a number of key tasks that need to be focused on implementing the organization and administrative units from now until June 30, 2025

At the meeting on May 16, 2025, after listening to the Report of the Central Organizing Committee on the situation and progress of implementing the organizational arrangement of the political system in the spirit of the Resolution of the 11th Central Conference, Session XIII (Report No. 386-BC/BTCTW, dated May 14, 2025); Report of the Government Party Committee on the implementation of decentralization and delegation of power associated with the implementation of the 2-level local government organization model (Report No. 21-BC/DU, dated May 15, 2025), the Politburo and the Secretariat concluded as follows:

1. Basically agree with the Report on the situation and progress of the implementation of the organizational arrangement of the political system in the spirit of the Resolution of the 11th Central Conference, Session XIII (from May 4 to May 14, 2025) submitted by the Central Organizing Committee and the Government Party Committee (with Report No. 386-BC/BTCTW attached). Agree with the recommendations and proposals stated in the reports on the tasks that need to be focused on from now until June 30, 2025 to ensure the successful implementation of the set goals.

2. Requesting Party committees, Party organizations, and functional agencies to be extremely urgent, proactive, ensure progress, requirements, closely follow the conclusions and directions of the Central Committee, Politburo , and Secretariat in the process of implementing tasks and solutions, and not delay any work.

2.1. Focus on comprehensive leadership and direction of document development, preparation for provincial and communal congresses and affiliated Party committees in areas of merger and consolidation; development of party, government and mass organization projects; proper implementation of instructions on personnel arrangement at provincial and communal levels; special attention to local socio-economic development, ensuring good implementation of the set growth targets.

Request provincial and municipal Party Committees to strictly implement Conclusion No. 150-KL/TW, dated April 14, 2025 of the Politburo and Instruction No. 31-HD/BTCTW, dated April 23, 2025 of the Central Organizing Committee on developing personnel plans for provincial Party Committees subject to consolidation and merger and newly established commune levels to develop a Project to establish a (new) Party Committee, personnel plans for provincial and commune levels in accordance with principles and requirements, ensuring standards and conditions, building a quality, united, unified collective, completing dossiers, and submitting them to competent authorities on schedule. At the same time, focus on directing the restructuring and improving the quality of the contingent of cadres, civil servants, and public employees to meet the requirements of decentralization, delegation of power, and the 2-level local government model.

2.2. Actively listen, absorb, and promptly respond to responsible participation opinions of organizations and individuals; review, carefully evaluate the impact and effectively implement regimes and policies for cadres, civil servants, public employees, and workers affected by the arrangement, especially ethnic minorities and religious people.

2.3. Continue to strengthen information and propaganda to create consensus among cadres, civil servants, public employees, party members and the people; proactively provide official information to guide public opinion; promote foreign information so that partners can feel secure in cooperating and investing in Vietnam.

2.4. Focus on managing, monitoring, and urging cadres and party members to be exemplary, strictly comply with labor discipline, strive to fulfill their tasks, resolutely handle violations and mistakes in organizational and personnel work when implementing arrangements; rectify the situation of working in a half-hearted manner, affecting the operation of the apparatus.

2.5. Strictly implement regulations on protecting state secrets, disciplining speech, managing and using information on social networks; proactively prevent the disclosure of information, state secret documents, and internal secrets related to the arrangement and streamlining of the apparatus.

2.6. Focus on closely directing the management, storage of records, digitization of documents, inventory, control, preparation for final settlement of accounts, assets, and public projects; pay special attention to checking and supervising the steps of reviewing, counting, adjusting or liquidating, and destroying records and documents to prepare for handover when there is no district-level organization, or when merging commune-level administrative units (to avoid the risk of losing, losing, or destroying documents, especially documents related to land, investment projects, etc.).

3. Assign the Government Party Committee to lead and direct:

- The Party Committees of the Ministry of Finance and the Ministry of Home Affairs urgently allocate budgets, provide additional funding, and guide localities, agencies, and units to promptly pay benefits to cadres, civil servants, and public employees who are laid off due to reorganization; promptly issue policies and regulations to support part-time workers at the commune level.

- The Party Committee of the Ministry of Home Affairs shall preside over and coordinate with provincial and municipal Party Committees and relevant agencies to guide and promptly organize the digitization of documents, absolutely ensuring the safety of documents of agencies, units and localities according to regulations.

- Urgently complete draft documents regulating the functions, tasks, and organization of local government apparatus; relevant regulations and instructions of ministries and branches to serve as a basis for completing regulations on local apparatus organization.

- Implement decentralization and delegation of power according to the following main principles: (1) The Central Government focuses on macro-management, building institutions, strategies, planning, and synchronous and unified plans, playing a constructive role and strengthening inspection and supervision; decentralizing and delegating sufficiently, clearly, and reasonably the tasks being performed at the Central Government to localities in accordance with the spirit of "locality decides, locality does, locality is responsible". (2) Promote decentralization and delegation of power and clearly distinguish between the general authority of the People's Committee and the specific authority of the Chairman of the People's Committee at the provincial and communal levels in accordance with the Party and State's policies to promote the role and responsibility of the heads of agencies and organizations at all levels (to avoid the situation of pushing, avoiding and delaying in implementing tasks and powers; sending out requests for opinions indiscriminately). (3) Review and implement decentralization and delegation of authority among relevant sectors and fields to ensure consistency, comprehensiveness, connectivity, and no omissions or overlaps or interference with tasks.

- On the basis of the principle of decentralization and delegation of power, the Government Party Committee, the Party Committees of ministries and ministerial-level agencies, especially the heads, are responsible for strictly implementing the direction of the Politburo and the General Secretary in thoroughly implementing decentralization and delegation of power to localities; advising on the full promulgation of decrees and documents implementing decentralization and delegation of power, ensuring resources for implementation, with clear transitional regulations, leaving no gaps, no interruptions in work; drafts of related documents must be completed before June 1, 2025 and promulgated before June 25, 2025.

4. Assign the National Assembly Party Committee to preside over and coordinate with the Government Party Committee and relevant agencies to:

- Focus on leading and directing the implementation of collecting opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution to ensure publicity, transparency, on schedule, requirements and adherence to the Central Committee's policies and conclusions.

- Regularly update the situation and progress of the implementation of the consultation; fully and accurately summarize the results of the participation and contributions of the People, sectors, levels and opinions of National Assembly deputies; propose plans to maximally absorb the contributions, explain the content with many different opinions (if any); absorb and complete the draft Resolution amending and supplementing a number of articles of the 2013 Constitution to submit to competent authorities and the National Assembly for discussion in accordance with the correct procedure.

- Report to the Politburo on the situation and results of the implementation of the work of collecting comments on the draft Resolution of agencies and units as assigned, focusing on evaluating and drawing lessons on innovation in methods and approaches, shortening implementation time, streamlining processes and procedures, adding the function of collecting public opinions on the VNeID application... associated with continuing to effectively collect public opinions on major issues of the country in the coming time.

- Review the law-making program to amend and supplement relevant regulations and laws in 2025.

5. To promptly resolve difficulties and problems arising in the process of restructuring the apparatus, ensuring that the two-level local government organization operates smoothly on schedule and with quality:

- Assign the Central Party Committees, the Government Party Committee, the Party Committees of ministries, ministerial-level agencies, provincial and municipal Party Committees to urgently establish a standing unit (focal point in charge) to receive, guide and respond to contents, proposals and recommendations reflected by agencies, units and localities.

The standing units operate from now until the end of October 2025. During the implementation process, closely monitor, promptly grasp, and proactively resolve issues within their authority; synthesize, report, and advise competent authorities to review, resolve, or make appropriate adjustments, so as not to affect the overall progress.

- Assign the Central Propaganda and Mass Mobilization Commission to take the lead in developing plans and organizing the effective implementation of propaganda, dissemination and dissemination of official information on the Party and State's policies and guidelines; strengthen the fight against erroneous and hostile viewpoints, bad and harmful information on cyberspace related to the situation and results of the implementation of resolutions, conclusions and directions of the Central Committee, the Politburo and the Secretariat on the reorganization of the apparatus and administrative units.

- Assign the Ho Chi Minh National Academy of Politics to preside over and coordinate with the Central Party Committees, the Government Party Committee, the Fatherland Front Party Committee, central organizations, etc. to develop content and plans for organizing online training on professional skills related to Party building and organization, state management for commune-level cadres, civil servants, and public employees (new) to implement immediately in May 2025; Provincial and municipal Party Committees are responsible for guiding the contents according to their authority.

6. The Central Party Office shall preside over:

- Guidance on completing procedures to pay benefits to cadres, civil servants and public employees who are laid off due to reorganization at central agencies and party committees.

- Instruct Party Committee offices at all levels to urgently organize the digitization of documents, ensure the safety of documents of Party Committees and Party organizations according to regulations; coordinate with the Party Committee of the Ministry of Finance to guide the handling of Party Committee headquarters after the arrangement...

7. Assign the Central Inspection Committee to preside over and coordinate with the Government Inspectorate Party Committee to guide inspection committees at all levels and inspection agencies at all levels to review, monitor, inspect, and supervise the results of task implementation and contents according to the resolutions, conclusions, and directions of the Central Committee, the Politburo, and the Secretariat on reorganizing the apparatus and implementing the 2-level local government model, especially the content of decentralization and delegation of power.

The Central Organizing Committee presides over and coordinates with the Central Inspection Committee to monitor the implementation of tasks and contents according to resolutions, conclusions and directions of the Central Committee, the Politburo and the Secretariat; periodically reports to the Politburo and the Secretariat to assess the performance of cadres under the management of the Politburo and the Secretariat.
