Positive results from the model "Ensuring digital citizenship conditions"

DTO - After 6 months of piloting model 20 of Project 06 "Ensuring digital citizen conditions" in An Binh commune, Cao Lanh district, many positive results have been achieved. Although this is a completely new model, with the determination and consensus of the Public Security sector, local Party committees, authorities and people, it has brought many new conveniences and marks to the locality in the field of digital application and transformation.

The model "Ensuring digital citizen conditions" is one of 13 pilot models under Project 06 implemented by Dong Thap Police. From the beginning of 2024, this model was directed by the Provincial Police to be deployed and piloted in An Binh commune, Cao Lanh district. To become a digital citizen, it is necessary to meet the following conditions: having a Citizen Identification Card (CCCD), a VNeID level 2 electronic identification account, an electronic payment account, an electronic wallet, a digital signature to carry out administrative procedures or civil transactions in the electronic environment.

Belonging to the group of utilities serving the development of digital citizens, electronic identification accounts are necessary utilities that citizens must have in addition to CCCD. Because unlike CCCD, electronic identification accounts will have their information authenticated in the electronic environment. Citizens can replace CCCD and other types of documents by integrating display on the VNeID application. Thus, when people conduct administrative transactions in the electronic environment, they will minimize the documents they need to carry. At the same time, they can conduct transactions anytime, anywhere, ensuring safety, accuracy, speed and efficiency; saving time and travel costs compared to performing administrative procedures traditionally.

An Binh commune has 9,177 citizens aged 14 and over. In the past time, Cao Lanh district police have collected applications for granting CCCD to people, reaching 98%. At the same time, they have collected applications for registering electronic identification accounts and the Department of Administrative Police for Social Order approved 6,674 applications, activating nearly 5,500 accounts. Project Team 06 of An Binh commune has done a very good job of mobilizing the participation of local businesses such as Viettel , VNPT, banks, Social Insurance, Electricity... to support and guide cadres, civil servants, cadres of socio-political organizations and people in installing digital applications as well as making cashless payment transactions.

Lieutenant Colonel Duong Thi Thuy Quyen - Deputy Head of Cao Lanh District Police, said: "The District Police have coordinated with the leaders of An Binh Commune People's Committee to advise the leaders of the District People's Committee, the Head of Project 06 Districts to direct the local sectors to participate in coordination to propagate, mobilize and guide people to implement the digital citizen criteria. At the same time, for the assigned tasks, the District Police have established a Working Group to go to An Binh Commune to propagate, mobilize people and organize the collection and issuance of CCCD, level 2 electronic identification accounts. This is a premise for related sectors to mobilize and guide people to create bank accounts and digital signatures to help bring practical value to the people".

Through coordination with VNPT Cao Lanh district, 217 cases of digital signatures were created, 100% of businesses in the commune had bank accounts, 134/188 businesses had QR codes for cashless payments, and coordination with Military Bank MB Cao Lanh district branch completed procedures to issue social security cards for 338 cases.

To effectively carry out the key tasks set out in the model "Ensuring digital citizen conditions", the Party Committee and People's Committee of An Binh commune have directed the drastic implementation of all aspects of work to promote the combined strength of the entire political system, mobilize maximum human resources and on-site means to carry out assigned tasks; clearly assign people, work, responsibilities, and progress, and ensure the application of science and technology to effectively implement this model.

Accordingly, the whole An Binh commune has 1,977 eligible households with bank accounts and more than 4,000 people with bank accounts. This is a favorable condition for Project Team 06 of An Binh commune to continue to complete the targets of digital citizen development. Ms. Truong Huyen Trang - Party Secretary, Chairman of An Binh Commune People's Committee, said: "The Party Committee has focused on directing and has a Party document to thoroughly understand the policy and determination to implement this content. Along with that, registering the model "Ensuring digital citizen conditions" is a breakthrough model of the Party Committee in 2024. Therefore, all cadres, party members, and civil servants take the lead and set an example in implementing the contents of ensuring digital citizen conditions; strengthen propaganda and mobilization among the people.
