Minister of Finance Ho Duc Phoc said that in 2022, despite many difficulties and challenges in the domestic and international context, under the leadership of the Party, the support of the National Assembly, the drastic direction of the Government and the Prime Minister, the timely participation of all levels and sectors and the support of the business community and people, the epidemic situation has been well controlled, the socio -economy has many positive changes and achieved important and quite comprehensive results in all fields: achieving and surpassing 13/15 main targets, of which the GDP growth rate in 2022 increased by 8.02%, the highest in the past 10 years and exceeding the set target (6 - 6.5%), inflation was controlled at below 4% as the target set by the National Assembly.

In the preparation, appraisal, approval of estimates, settlement, management and use of state budget funds, the Minister of Finance pointed out: Thanks to proactive management, the state budget expenditure tasks in 2022 have basically completed the set targets. The total savings in state budget and capital in 2022 according to reports of ministries, branches and localities is 53,887 billion VND.

In addition, the structure of public debt and government debt continues to be improved according to the 5-year public debt borrowing and repayment plan for the 2021-2025 period and the orientation of the Public Debt Strategy to 2030.

The Government continues to implement Resolution No. 19-NQ/TW of the Central Executive Committee on innovating the organization and management system, improving the quality and efficiency of public service units, focusing on continuing to improve mechanisms and policies on financial autonomy. The savings from implementing the spending contract mechanism and delegating financial autonomy to ministries, branches and localities in 2022 is 3,494 billion VND. Some units with high results are: Hanoi city with 1,173 billion VND, Ho Chi Minh City with 1,220 billion VND...

In the management, exploitation and use of resources, the whole country has converted nearly 20 thousand hectares of agricultural land to non-agricultural purposes; inspected, processed, recovered and cancelled investment policies for projects that are slow to implement or slow to put land into use with an area of ​​over 10 thousand hectares. The appraisal and settlement of mineral license applications always closely follow and comply with the provisions of the law; revenue from mineral exploitation in 2022 is 4,115 billion VND.

In the organization, management, use of labor and working time in the state sector, in 2022, central ministries and branches will reduce 17 general departments and equivalent organizations, 8 departments under general departments and ministries, 145 departments/committees under general departments and ministries. Localities will reduce 7 departments and 711 divisions under specialized agencies of provincial and district People's Committees. To date, 63 provinces/cities have reduced 2,159 divisions and equivalent organizations. The whole country has reduced 7,469 public service units (reaching 13.5%) compared to 2016. Streamlining the payroll will reduce 79,057 people (accounting for 29.96% compared to the number of civil servants and public employees reduced in the period 2016 - 2021).

Regarding the tasks and solutions for practicing thrift and combating waste in 2023, the Prime Minister issued Decision No. 1658/QD-TTg on the Overall Program on practicing thrift and combating waste in 2023 with 8 key tasks and 4 groups of solutions for implementation.

Accordingly, ministries, branches and localities within their management scope are responsible for directing the unified development of plans to implement savings targets and targets in each assigned field; promoting information, disseminating laws and policies of the Party and State on practicing savings and combating waste. In addition, promoting and improving the effectiveness of inspection and examination of the implementation of laws on practicing savings, combating waste and specialized laws, focusing on the following areas: land management and use; public investment; management of science and technology career funds; compilation and publication of textbooks...

Amendment and supplementation of regulations on norms and standards

Presenting the Verification Report, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that the Committee basically agreed with the Government's Report and highly appreciated the initiative and determination of the Government, ministries, and local branches to achieve positive results in practicing thrift and fighting waste in 2022.

However, the Government Report has not yet assessed, analyzed, and clarified the relationship and changes in the organization of implementing thrift and combating waste with the promulgation of legal documents, standards, regimes, and norms; it has not fully assessed the existing problems, limitations, causes of the existing problems, limitations, and responsibilities.

2022 is the first year of implementing the National Assembly's Resolutions on practicing thrift and combating waste, and the Government has reported on the implementation status. However, the report has not yet clarified the results and changes compared to the time when the National Assembly had not yet issued the Resolution, especially the recovery of land that had been allocated but not yet put into use, or used for the wrong purpose; overcoming shortcomings in the management, exploitation and use of recycled resources and renewable energy; management of exploitation and use of digital resources, radio frequency bands, telecommunications numbering, databases, etc.

Regarding the existence, limitations, and waste in the management and use of public investment capital, the audit report clearly stated that the work of planning State budget investment capital is not close to the implementation capacity, leading to ministries, central agencies, and localities not allocating all assigned capital plans. The allocation and assignment of capital for the medium-term public investment plan for the period 2021 - 2025 has not ensured the prescribed progress. The disbursement rate of public investment capital of a number of ministries, branches, and localities has not reached the target.

In addition, Resolution No. 43/2022/QH15 of the National Assembly (dated January 11, 2022) issued many policies and solutions with implementation time mainly in 2022 and 2023 with the aim of improving the capacity to prevent and control the COVID-19 pandemic, restore production and business activities, and create momentum to promote economic growth. By December 31, 2022, the disbursement of new support policies reached more than VND 78.3 trillion (equal to 26% of the total capital).

Notably, the implementation of the 3 National Target Programs is very slow and has many limitations, reducing the efficiency of investment capital use, greatly affecting the objectives of the programs, causing waste of State resources. The implementation and disbursement of investment capital for important national projects is slow, affecting the implementation of growth targets, reducing the efficiency of investment capital use, causing waste of resources...

The Finance and Budget Committee recommends that the Government and the Prime Minister direct ministries, branches and localities to urgently review, amend and supplement regulations on norms, standards and unit prices that are still lacking and not suitable to reality; focus on completing accounting standards, statistical methods and information on infrastructure assets, and by 2025, basically complete accounting standards and publicize State Financial Reports.

The Government needs to have immediate solutions to overcome the situation of slow allocation, allocation and disbursement of public investment capital; ensure the quality and progress of important national projects, 3 National Target Programs, and the Economic Recovery and Development Program according to Resolution No. 43/2022/QH15 of the National Assembly. At the same time, research and have strong solutions in equitization, divestment, restructuring of state-owned enterprises, improving the efficiency of production and business activities, preserving and developing state capital invested in production and business activities at enterprises...
