Regarding teachers, the vertical sector is managed by the Ministry of Home Affairs . Mr. Pham Anh Thu, Head of the Department of Education and Training of Meo Vac (Ha Giang) shared that the recruitment policy is implemented depending on the situation of each locality but is still managed by the Department of Home Affairs. If the education sector is decentralized, schools will be more proactive in proposing, arranging and managing jobs. Meo Vac currently has only 3 primary school English teachers, there is a huge shortage, but there is no source of recruitment. Regarding the Draft Law on Teachers, the Ministry of Education and Training proposed to give the education sector the initiative in recruiting and using teachers. Minister Nguyen Kim Son said that the promulgation of the law will overcome shortcomings in state management of teachers such as the local surplus or shortage of teachers (which has been going on for many years) or shortcomings in the management of non-public teaching staff.
The quality of the teaching staff will basically be consistent throughout the entire system when there is a system of titles, professional standards, and requirements for teachers' ethics that are uniformly regulated.

Explaining the need to assign the Education sector to recruit teachers, Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) said that the education management agency organizing the recruitment of teachers will overcome the problem of recruiting the right people; will recruit regularly to meet the needs when there is a shortage of teachers during the implementation process; recruit enough, fill the quota, and staff (assigned to the Education sector during the implementation process).

Vice Chairwoman of the National Assembly's Committee on Culture and Education Nguyen Thi Mai Hoa said that regarding the management of teachers, the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs only have the right to manage professional matters, not the quantity, payroll, recruitment and appointment. According to Ms. Hoa, assigning the authority to manage the payroll of teachers to the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs will help the sector to be proactive in advising on the development of strategies, projects, development plans, and total payroll of teachers under their management authority; thereby grasping the overall staff, forecasting needs, balancing the stages of enrollment, training, and recruitment; and regulating teachers promptly and reasonably. Thus, it is possible to overcome the situation of local teacher surplus and shortage that has been happening in practice in the past; at the same time, contributing to the development of a teaching staff that ensures sufficient quantity, standard quality and uniform structure. "I think that if approved and supported by the National Assembly, this will be one of the breakthrough policies of the Draft Law on Teachers being submitted to the National Assembly at this session," Ms. Hoa shared.
Associate Professor, Dr. Dang Thi Thanh Huyen, Executive Board of EdulightenUp Education Management Network, Former Director of the Institute for Educational Management Science Research (Academy of Educational Management), affirmed that this is a practical proposal, suitable for reality. Leaders of the Ministry of Education and Training have repeatedly stated that the education sector must be responsible to the state and the people for the quality of education, but the recruitment, use and transfer of teachers belongs to the Ministry of Internal Affairs, leading to local surpluses and shortages because the education sector has the characteristics of having to arrange not only according to training level but also according to subjects, grades and teaching/class norms.
“If this proposal is approved, the education sector may have to work harder, but the ultimate goal is still to bring benefits to learners, parents and the people. All for the common development of society in the new context,” Ms. Huyen said.
