Attending and presiding over the conference were Lê Trường Lưu, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council, and Head of the National Assembly Delegation of Hue City; Phạm Đức Tiến, Standing Deputy Secretary of the City Party Committee; and Nguyễn Văn Phương, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee.

The 19th Conference was held to discuss and approve: the socio -economic situation in the first six months of 2025 and the key directions and tasks for the last six months of 2025; personnel for the Executive Committee and Standing Committee of the City Party Committee, 17th term; the public report on the 2024 financial settlement and the allocation of the assigned budget for 2025 to affiliated units; and to disseminate some newly issued documents from the Central Committee.

In his opening remarks at the conference, Party Central Committee member, Secretary of the Hue City Party Committee, Chairman of the City People's Council, and Head of the Hue City National Assembly Delegation, Le Truong Luu, stated: In the first six months of 2025, the city's Party committees, government, and political system united, overcame difficulties and challenges, and focused on leading and directing the effective implementation of the Central and city's policies with high political determination, completing a considerable amount of work and achieving positive results.

The Standing Committee of the City Party Committee chaired the meeting.

Economic growth reached 9.39%. Total social investment exceeded 19 trillion VND. Budget revenue reached nearly 7,500 billion VND, equivalent to 60.1% of the projected figure. The disbursement rate of public investment capital reached 56.33% of the plan. Cultural and social sectors showed significant progress; social welfare was prioritized, and people's lives improved. National defense and security were maintained.

The City Party Committee, the Standing Committee of the City Party Committee, subordinate Party committees, and all levels of government have actively engaged in and decisively implemented the Central Committee's resolutions and conclusions on reforming, restructuring, and streamlining the organizational apparatus of the political system and building a two-tiered local government; and the Politburo's Resolution on breakthroughs in the development of science, technology, innovation, and national digital transformation. Emphasis has been placed on directing efforts to accelerate the completion of the goal of eliminating temporary and dilapidated housing in the city; important projects and programs; and key projects to create breakthroughs in socio-economic development.

However, the results achieved have not yet met expectations: The economy remains small; key industries have declined sharply (beer, textiles, cement, enamel frit, etc.); the number of newly established businesses has not developed strongly, while the number of businesses temporarily ceasing operations has increased significantly compared to the same period. Land clearance and the implementation of some large projects are still slow. The operation of the two-tiered local government system is initially facing some difficulties. Food safety and hygiene, counterfeit goods, and commercial fraud remain major challenges.

Overview of the conference

“Therefore, at this conference, I request that comrades closely follow the reports, presentations, and practical situations of the sectors, localities, and units to objectively and comprehensively analyze and evaluate the achievements; focus on a deeper analysis of limitations and their causes, and from there, propose breakthrough tasks and solutions to accelerate and make strong breakthroughs in the last six months of the year; be determined to successfully achieve the economic growth target of 10% or more in 2025; contribute to the successful implementation of the Resolution of the 16th City Party Congress, creating a solid foundation for Hue City to develop rapidly and sustainably in the coming period,” City Party Secretary Le Truong Luu requested.

The preparation of personnel for the Party Committee, the Standing Committee of the Party Committee, and key leadership positions of the city for the next term is of paramount importance and significance, ensuring the success of the congress and the successful implementation of its resolutions. Based on the study of the proposals and reports of the Standing Committee, the City Party Secretary requested the conference to uphold a high sense of responsibility and political awareness, carefully study the requirements and tasks of the city, and the standards, structure, conditions, and number of candidates to select and nominate for re-election to the City Party Committee, the Standing Committee, the City Party Committee's Inspection Committee, and key leadership positions for the new term. These candidates should be of high quality, possess vision and innovative thinking, foster unity and consensus within the entire Party organization and among the people, and have sufficient prestige and capacity to lead the city in the new development phase.

“The time remaining until the 17th City Party Congress is short, but the workload is immense. The city must accelerate, make breakthroughs, and focus on successfully implementing the socio-economic development tasks for the last six months of 2025; simultaneously, effectively operate the two-tiered local government model; and successfully organize the Party congresses at all levels, including the 17th City Party Congress. Therefore, I urge all comrades to maximize collective intelligence, focus on discussions, and provide specific feedback on the contents to be considered, decided upon, and unanimously issued resolutions, programs, and reports after the session for implementation throughout the entire Party organization,” City Party Secretary Le Truong Luu emphasized.
