Opening of the 28th Session, People's Council of Bac Kan province, term X

Comrades: Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Tran Thi Loc, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairwoman of the Provincial People's Council; Dong Van Luu, Vice Chairman of the Provincial People's Council co-chaired the meeting.

Comrades chaired the 28th Session of the People's Council of Bac Kan province, term X, 2021-2026.

Attending the meeting were comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Provincial People's Committee; leaders of departments, agencies and delegates of the 10th Provincial People's Council.

Speaking at the opening of the session, comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, pointed out: At this thematic session, the Provincial People's Council will consider, discuss and decide on 07 thematic resolutions to concretize the Party's guidelines, policies and laws of the State to ensure progress and effectiveness in leadership, direction, administration and organization of implementation of political tasks for the socio-economic development goals of the province.

At the meeting, delegates discussed the adjustment of local budget estimates and provincial budget allocation in 2025 (2nd time); adjustment of the medium-term public investment plan for the 2021-2025 period using local budget capital (16th time); adjustment of the 2025 public investment plan using local budget capital (2nd time); allocation and assignment of career budget estimates for the implementation of the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas in 2025.

Consider and approve the policy of converting forest use to other purposes to implement works and projects (supplementary) in 2025 in the province; list of land plots for bidding to select investors to implement investment projects using land in Bac Kan province (3rd time); approve the project of the Sub-zoning plan for the construction of Nam Cat Lake Eco-tourism Area.

The meeting also reviewed the report on the results of the supervision of the Provincial People's Council Supervision Delegation on the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period in the province.

The Chairman of the Provincial People's Council emphasized: In order for the session to be truly of high quality, the Provincial People's Council delegates are requested to uphold their sense of responsibility towards voters and the People, focus their intelligence, study documents, participate in discussions, contribute, and clearly express their views and opinions so that the resolutions are highly feasible and soon come into life.

Propose that the Provincial People's Committee and relevant departments and branches assigned to draft the contents to be presented at the meeting are responsible for explaining and clarifying the contents for the Provincial People's Council to consider and decide, contributing to improving the quality of the meeting.
