Opening of the 29th Session (Special Session), Bac Kan Provincial People's Council, Term X.

Speaking at the opening of the Session, Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council pointed out:

The 29th session of the Bac Kan Provincial People's Council took place after the end of the first phase. The 9th session of the 15th National Assembly decided on many important and urgent contents to immediately implement documents of competent agencies on the arrangement of provincial and communal administrative units, implementing the 2-level local government model. This is also the time when all levels and sectors in the province are resolutely directing the implementation of socio -economic development tasks, national defense and security, speeding up the disbursement of programs and projects; eliminating temporary and dilapidated houses in the province; focusing on overcoming the consequences caused by floods...

At this thematic session, the Provincial People's Council reviewed, discussed and approved key contents including:

Firstly, regulating the initial charter capital of the Land Development Fund under the Land, Forest and Environmental Protection Development Fund; adjusting the regular expenditure estimates of the National Target Programs; approving the Project to adjust the construction zoning plan of Thanh Binh Industrial Park, Phase II; the authority to decide on the purchase of goods and services serving the activities of agencies, organizations and units.

Second, amend and supplement a number of articles of the regulations on the allocation of state budget funds to ensure the work of drafting legal documents and perfecting the legal system in the province, issued together with Resolution No. 23/2022/NQ-HDND dated December 10, 2022 of the Provincial People's Council.

Third, approve the list of additional works and projects requiring land acquisition; the list of works and projects to change the purpose of using rice fields, protective forest land and production forest land; approve the policy of changing the purpose of using forests to other purposes for implementation in 2025 and review a number of reports under its authority.

The Chairman of the Provincial People's Council requested the Provincial People's Council delegates to uphold their sense of responsibility towards voters and the People, focus their intelligence, study documents, participate in discussions and unify the issuance so that the resolutions are highly feasible and soon come into life. Requested the Provincial People's Committee and the departments and branches assigned by the Provincial People's Committee to draft the contents to be submitted to the session to be responsible for explaining and clarifying the contents for the Provincial People's Council to consider and decide, contributing to improving the quality of the session.
