Concluding on this content, the Deputy Prime Minister requested the Ministries and branches that are members of the State Appraisal Council to immediately send documents to Binh Phuoc province and investors to study, absorb, explain and clarify a number of contents in the Feasibility Study Report; complete the EIA, basic technical design to submit to competent authorities for approval; agree to assign Binh Phuoc, within its authority, to select investors to start the project in accordance with the direction of the Prime Minister.
Reporting to the Deputy Prime Minister on the implementation of the Nam Dinh - Thai Binh expressway project, Chairman of the Thai Binh Provincial People's Committee Nguyen Manh Hung said that the biggest difficulty in bidding and selecting investors for the project has been resolved.
The Nam Dinh - Thai Binh Expressway project has a total length of 60.9km (33.3km in Thai Binh province and 27.6km in Nam Dinh province), with a complete 4-lane scale and a design speed of 120km/h. The total estimated investment capital is over VND 19,000 billion, under the BOT public-private partnership model. To date, Thai Binh and Nam Dinh provinces have cleared 304/492ha of land for the project. The central budget has allocated VND 5,700 billion for the project, VND 362 billion for Thai Binh province and VND 1,000 billion for Nam Dinh province.
The Deputy Prime Minister agreed with the proposal of Thai Binh and Nam Dinh provinces to extend the disbursement time of central budget capital to suit the project implementation situation. The Deputy Prime Minister requested that investors must have sufficient conditions and capacity in finance, technology, construction, supervision, etc. to ensure the progress and quality of the project, to connect the entire Ninh Binh - Hai Phong expressway according to the set plan, to strengthen the connection of the Southern Red River Delta region and the coastal provinces of the North.
Speed up site clearance and exploitation of construction materials for highway projects
On April 22, Prime Minister Pham Minh Chinh issued Official Dispatch No. 48/CD-TTg on accelerating the progress of site clearance and exploitation of construction materials for projects to complete 3,000km of expressways in 2025.
In which, the Secretaries and Chairmen of the People's Committees of provinces and centrally-run cities are required to focus more on leading and directing agencies and units, mobilizing the combined strength of the entire political system and directly inspecting, urging and motivating workers and people on project works; organizations and unions of the Fatherland Front, the Mass Mobilization Committee, the Ho Chi Minh Communist Youth Union... must actively participate in the work of site clearance and resettlement; strengthen direct work with people, carry out mass mobilization work to grasp their thoughts and aspirations, have appropriate solutions according to their functions, tasks, authority and legal regulations to reasonably and reasonably resolve people's legitimate and just complaints and petitions...; closely coordinate with investors to immediately complete site clearance at locations that are critical to construction progress.
