At the discussion session, delegates attending the Conference expressed high consensus with the draft Report on the implementation of tasks in the first quarter and directions and tasks for the second quarter of 2025; focusing on analyzing, evaluating, and comprehensively reviewing the achieved results, difficulties, limitations and causes, and adding many practical tasks and solutions to successfully carry out the tasks in the first 6 months of the year, as well as the whole year of 2025.

In his closing speech at the Conference, comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: In the second quarter of 2025, many major events of the country and the province will take place such as: Celebrating the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); Celebrating the 70th anniversary of the day when cadres, soldiers, people and students in the South completed the transfer of troops to the North in Quy Nhon (May 16, 1955 - May 16, 2025); along with that, the entire political system urgently and resolutely deployed and completed the project to rearrange administrative units at the provincial and communal levels.

To successfully implement the goals and tasks in the second quarter of 2025 as well as the whole year of 2025 and the period of 2020 - 2025, the Provincial Party Secretary requested Party committees at all levels, Party organizations, authorities, departments, branches, sectors, and organizations, especially leaders, to resolutely, synchronously, and effectively deploy solutions to implement Conclusion No. 123-KL/TW of the Party Central Committee on the project to supplement socio-economic development in 2025 with a growth target of 8% or more, and the Resolution of the Provincial Party Committee on socio-economic development in 2025. Strive for the first 6 months of 2025, the province's gross local product (GRDP) to increase by over 8%, and the whole year to reach over 8.5% according to the target assigned by the Central Government.

Grasp the situation, promptly support enterprises, production establishments, households and people to remove difficulties and obstacles, promote production and business development. Accompany, support and promote investors to implement major projects in the area; strive to complete 10 key industrial projects ahead of schedule in 2025 to create momentum, space and new development resources for the next phase.

Focus on reviewing, adjusting, supplementing, and completing planning, especially provincial planning and the general master plan of Nhon Hoi Economic Zone in accordance with the current situation; investing in completing the infrastructure of industrial parks and clusters and connecting traffic infrastructure. Improve the effectiveness of industrial promotion work and the quality of forecasting and orienting production and consumption markets.

Urgently complete procedures and allocate capital to soon start construction of projects and works approved by competent authorities in 2025 and the period of 2026 - 2030, especially the projects: Phu Cat Airport Expansion, Quy Nhon - Pleiku Expressway, Phu My Industrial Park, Phu My Port Area; essential infrastructure works after administrative unit arrangement. Continue to accelerate site clearance and complete construction of key projects and works being implemented in the area. Promote disbursement of public investment capital to ensure compliance with the plan.

Strengthen state management of trade and markets; promote trade promotion activities in key export markets and markets with great potential; promptly have effective solutions to respond to the new US tax policy for Vietnam. Improve the quality and efficiency of financial services, banking, insurance, and transportation.

Strengthening propaganda, promotion, and innovation in tourism development; focusing on investment in development and improving the quality of tourism types and products; speeding up the progress of tourism project construction; continuing to effectively implement signed tourism cooperation agreements.

Strengthen revenue management, prevent revenue loss, over-collection, reduce tax arrears; promote land use fee collection to meet the requirements of planned development investment expenditure. Strive to collect budget revenue exceeding 5% of the estimate assigned by the Provincial People's Council. Completely resolve outstanding debts in basic construction.

Timely implement tax support packages for subjects according to regulations. Grasp the situation and support enterprises, cooperatives, and business households in the area to access and use preferential credit sources for production and business development; focus on handling bad debts and limiting new bad debts.

Continue to effectively implement policies and projects on agricultural, forestry and fishery development in the area. Focus on caring for and harvesting winter-spring rice and crops; develop and implement a summer-autumn rice production plan according to the crop schedule. Continue to develop livestock, exploitation and aquaculture. Focus on effectively implementing solutions to combat illegal, unreported and unregulated (IUU) fishing. Strengthen forest management, protection and care. Strengthen management, inspection and examination of land, mineral resources and the environment.

Focus on recognizing communes that meet new rural standards, advanced new rural standards, and model new rural standards according to the plan; consolidate, maintain, and improve criteria for units that have been recognized as having completed and met new rural standards. Support the development, improvement of quality, and consumption markets for products under the One Commune One Product Program.

Organize cultural and sports activities, political events, and celebrate major holidays in the area in a solemn and economical manner; implement the National Target Program on Cultural Development for the period 2025 - 2030. Complete the tasks of the 2024 - 2025 school year; organize training, supplement knowledge, and review for students in grades 9 and 12; prepare conditions for organizing the high school graduation exam and enrolling students in the first grade of the 2025 - 2026 school year.

Focus on synchronously and effectively implementing the Provincial Party Committee's Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation; approved projects and plans on science, technology and digital transformation.

Improve the quality of medical examination and treatment, health care for people and population work in the area. Effectively implement tasks and solutions on investment, development and capacity building of the grassroots health system; projects, programs and plans on poverty reduction, vocational training and job creation. Fully and promptly implement policies and regimes for people with meritorious services and social subjects in the area. Complete the plan to eliminate temporary and dilapidated houses in the area. Continue to implement social housing projects and housing for workers.

Implement and complete the project to reorganize commune-level administrative units according to the Central's regulations and continue to reorganize and streamline the apparatus of the political system in the area. Preside over and coordinate the development of the project to reorganize provincial-level administrative units according to the Central's direction with a proactive, urgent, responsible, quality and timely spirit. Focus on synchronously implementing tasks and innovative solutions, improving the operational capacity of the People's Committees at the commune level to meet the requirements of management, socio-economic development and serving the people and businesses in the new situation.

Effectively carry out national defense and military tasks; strictly maintain combat readiness, avoid being passive or surprised in any situation; strengthen national defense education, and effectively implement military rear policy. Strengthen measures to prevent and fight fires and explosions; step up attacks and suppression of crimes; continue to resolutely implement measures to control and reduce traffic accidents.

Continue to monitor and grasp the political security, order and social safety situation; promote the prevention and fight against corruption, waste and negativity in the area. Strictly implement regulations on receiving citizens, handling complaints and denunciations.

Continue to innovate and improve the quality of information, propaganda and dissemination of the Party's policies and resolutions. Timely grasp the situation and ideological developments of cadres, party members and people in implementing the policies and orientations of the Party and State on merging provincial-level administrative units and rearranging commune-level administrative units in the area; propose to competent authorities measures to orient public opinion and stabilize the ideological situation. Strengthen the fight against, prevent and effectively handle bad and toxic information.

Continue to implement the Central Committee's directives and conclusions on Party congresses at all levels towards the 14th National Party Congress. Implement synchronously, closely, and in accordance with regulations on all stages of personnel work, ensuring standards, conditions, processes, and regulations of the Party. Promote the work of developing Party members; strengthen internal political protection work. Consolidate and perfect the inspection committees at all levels after completing the arrangement and streamlining of organizations, apparatus, and administrative units. Timely advise, amend, and supplement Party regulations on inspection and supervision work in accordance with the Party Charter and the new Party organization model. Effectively and timely implement the inspection and supervision program, processes, and regulations and the asset and income verification plan for 2025 as set out.

Continue to enhance the leadership role of Party committees at all levels, the responsibility of agencies in the political system and the heads of localities and units in carrying out mass mobilization work. Improve the quality and effectiveness of government mass mobilization work and implement democracy at the grassroots level. Strengthen direct dialogue between heads of Party committees and authorities at all levels and the people; grasp the situation, promptly resolve people's concerns and recommendations.

Continue to innovate the content and methods of operation, promote the role of the Vietnam Fatherland Front and associations and organizations in contributing ideas to Party building, government building, socio-economic development and prevention and control of natural disasters and epidemics; actively participate in patriotic emulation movements, create consensus in successfully implementing socio-economic development targets and tasks, ensuring national defense and security for the 2020-2025 term.

“The tasks set for the second quarter as well as until the end of 2025 are very large, urgent, with very new and difficult tasks, requiring political determination and high solidarity and unity within the entire Provincial Party Committee. Therefore, immediately after this Conference, the Provincial Party Committee Executive Committee requests Party committees at all levels, Party organizations, authorities, departments, branches, sectors, and unions, especially leaders, to grasp the situation, policies, and directions of the Central Committee, organize urgent, serious, drastic, and effective implementation, contributing to the comprehensive success of all political tasks set for 2025 as well as for the entire 2020-2025 term,” Comrade Ho Quoc Dung emphasized.
