Urgently complete site clearance for North-South Expressway project

The North-South expressway through Quang Binh has been basically completed.

Accordingly, to complete the site clearance work for the North-South Expressway section through Quang Binh, the Provincial People's Committee requests the People's Committees of districts, cities, towns, departments, branches and relevant units to urgently resolve the remaining problems at the site (additional locations for service roads, intersections, rest stops, return roads, etc.) before April 30, 2025 to ensure the project is completed on schedule.

Coordinate with Project Management Boards (PMUs) to review and specifically assess the level of impact on each household with housing projects close to the GPMB boundary to carry out compensation, support and resettlement in accordance with regulations.

In addition, review the capital needs for site clearance work to request the Project Management Boards to supplement in a timely manner, so as not to affect the progress of site clearance work of the project.

In Ba Don Town and Quang Trach and Bo Trach Districts, the Provincial People's Committee requested localities to inspect and review policies and regimes in land acquisition and compensation to apply them correctly to ensure people's rights; resolve land policies, mobilize and propagate households with land issues at some locations of residential roads, fences, underpasses, etc. For Dong Hoi City, urgently complete the handover of the additional land for the Rest Stop in Dong Son Ward.

Many sections have completed 3 layers of asphalt concrete pavement.

The Provincial People's Committee requires localities to focus on completing all problems before April 30, including some contents before April 10, 2025. In case people deliberately do not comply, construction protection measures or enforcement will be applied in accordance with the provisions of law to complete the site clearance work.

The Provincial People's Committee also requested the Project Management Boards to preside over reviewing and assessing the level of impact on households with houses close to the land acquisition boundary; coordinate with the People's Committees of districts, towns and cities to resolve arising problems; supplement solutions to ensure traffic safety on residential roads that intersect directly with national highways to ensure people's convenient and safe travel...
