The Ho Khe reservoir project, part of the Ho Khe, Mo O, Chai Mai reservoir cluster project, was approved by the Ministry of Agriculture and Rural Development in Decision No. 3229 dated July 21, 2021. The total investment capital for the Ho Khe reservoir project is 177 billion VND.

According to the Quang Nam Land Fund Development Center, the area of ​​land clearance for Ho Khe Lake is 44.78 hectares. The number of affected organizations and households is 42. The estimated cost of compensation, support and resettlement is about 34 billion VND.

Currently, the Tien Lanh Commune Land Advisory Council has held a meeting to review the land use origin of 72 plots/24.4ha. The remaining 49 plots/20.38ha have not been reviewed due to lack of legal documents.

On July 9, 2024, the listing period ends and the procedures for submitting to the District People's Committee for issuance of a decision to cancel 3 related land use right certificates due to errors and overlaps for 8 affected land plots within the focal cluster, with an area of ​​about 10.6 hectares, to have a basis for a meeting to consider the origin of land use and carry out site clearance.

Mr. Pham A - Director of Quang Nam Land Fund Development Center said: "The Center plans to coordinate with the investor and Tien Lanh Commune People's Committee next week to propagate and mobilize households in cases where land use right certificates are related to errors and overlaps and complete the land plots to ensure that the Commune Land Advisory Council holds a meeting to consider the remaining 41 plots/9.76 hectares before July 20, 2024. The relevant parties will continue to publicize the compensation and support values ​​for households that have received written confirmation from the Department of Natural Resources and Environment of Tien Phuoc District on land compensation conditions according to regulations to hand over the site to the project construction unit".

According to the Quang Nam Land Fund Development Center, the difficulties and obstacles encountered are that there is currently a part of the area where the land origin cannot be determined due to complicated legal procedures. Specifically, including the issuance of certificates that overlap the location of the land plot, requiring the revocation of the issued certificates, land plots transferred through many owners by handwritten documents, land use right certificates being mortgaged at the bank, the person whose name is on the certificate has been lost... leading to the handling of this case being very difficult. The area that needs to be cleared for these cases is about 20 hectares. It is expected that these cases will be completely handled before September 30, 2024.

The professional work and concurrent performance of duties at the agency for land officials and specialized departments of the district should somewhat affect the coordination with the Quang Nam Land Fund Development Center (the site clearance unit) and the investor in developing the project site clearance plan.

At the meeting, Mr. Bui Sang - Chairman of Tien Lanh Commune People's Committee said that this is a key project, having an important meaning affecting the development of the locality. Ho Khe Lake will provide direct irrigation water for 281.8 hectares of agricultural land in Tien Lanh Commune, Tien Phuoc District; provide domestic water for about 1,000 people; improve the ecological environment, create landscape for the area and prevent floods for downstream areas.

Mr. Sang said: "The Ho Khe reservoir is being closely coordinated by the locality with relevant units to mobilize people to agree with the general policy. Currently, there are still some difficulties, but the locality continues to be highly determined, assigning land officials to closely follow the land clearance unit to implement. If there are difficulties, we will try to overcome them to achieve progress, not to discuss going back."

Secretary of Tien Phuoc District Party Committee Pham Van Doc requested the People's Committee of Tien Phuoc District and Tien Lanh Commune to actively coordinate with the provincial departments to effectively carry out compensation and site clearance for Ho Khe Lake.

Mr. Pham Van Doc - Secretary of Tien Phuoc District Party Committee affirmed that the district always closely follows and directs the implementation of Ho Khe lake project. If this project is done well, the Mo O lake project will continue to be implemented. Tien Phuoc people benefit from the projects to develop the economy, creating positive changes for the locality. The district requested the province to consider and remove the difficulties that the project is facing.

At the meeting, Vice Chairman of the Provincial People's Committee Ho Quang Buu affirmed that at all costs, we must be determined and make the most of the time to carry out site clearance work, so that the construction unit has a site to carry out the construction of the project. This is a project with a large investment capital invested by the Ministry of Agriculture and Rural Development, which is of great significance to the locality. When this project is effectively constructed, it will be the basis for the province to continue to propose the Ministry of Agriculture and Rural Development to invest in reservoirs in the province.

Mr. Ho Quang Buu also requested that units and localities report any difficulties so that the province can promptly resolve them and speed up the construction progress of the project.
