Specifically, the Prime Minister directed the Ministry of Health to urgently implement a program to send 1,000 doctors to the grassroots level; focus on completing the submission, report and draft Resolution of the Politburo on health protection, care, population work and development.
At the same time, the Prime Minister directed the Ministry of Health and the Ministry of Education and Training to boldly hand over medical and educational facilities in the area, transferring the management of human resources and facilities to localities; the Ministries focus on performing state management tasks and providing professional direction and support throughout from the central to the grassroots levels.
At this meeting, Minister of Health Dao Hong Lan said that currently, epidemics in our country are still basically under control, including COVID-19.
The World Health Organization (WHO) has not yet issued any recommendations regarding current COVID-19 cases. Therefore, the Minister advised people not to panic or worry.
In the coming time, the health sector will strengthen coordination with relevant agencies to develop the pharmaceutical industry, unify the implementation of policies and resolve difficulties to attract investment and develop, produce drugs and vaccines to ensure long-term, sustainable sources, and meet people's health care needs.
Specific guidance is needed regarding decentralization, delegation of authority and responsibility.
Regarding the issue of counterfeit and poor quality goods in the field of medicine and functional foods, the Minister emphasized that on June 15 (that is, after 1 month of implementing the peak month of fighting counterfeit and poor quality goods according to the direction of the Prime Minister), we need to evaluate, summarize and propose effective solutions to implement in the next phase.
Currently, the Ministry of Health is vigorously implementing and coordinating with ministries and branches to fight against counterfeit and poor quality goods in the fields of medicine, cosmetics, and functional foods. Also at the meeting, the Minister of Health recommended that there should be clear and specific guiding decrees on decentralization and delegation of power, associated with the motto that localities decide, localities do, and localities must take responsibility.
"Practice has shown that post-inspection work has been assigned to localities, but when problems arise, the responsibility lies with the Ministry of Health. Therefore, we need specific instructions on clear rights and responsibilities for all levels, ministries and branches to implement synchronously," Minister Dao Hong Lan shared.
