Affirming the "pillar" role of policy credit in poverty reduction in Gia Lai

On the morning of July 28, the Inspection and Supervision Delegation of the Board of Directors of the Social Policy Bank, led by Party Central Committee member, Vice President of the Vietnam Fatherland Front Central Committee, President of the Vietnam Women's Union Nguyen Thi Tuyen, worked with the Board of Directors of the Social Policy Bank of Gia Lai province.

Attending the meeting were: Mr. Lam Hai Giang, Vice Chairman of Gia Lai Provincial People's Committee; Mr. Nguyen Manh Tu, Head of the Supervisory Board of the Vietnam Bank for Social Policies (VBSP), member of the Board of Directors (BOD) of the VBSP; representatives of the Women's Affairs Committee, Central Committee of the Vietnam Women's Union; leaders of departments, branches, socio -political organizations of Gia Lai province, and the VBSP of Gia Lai province.

Draft Report on the performance of the Board of Directors and Gia Lai Provincial Branch of the Vietnam Bank for Social Policies from 2024 to June 30, 2025, the credit performance of the Vietnam Bank for Social Policies Gia Lai has many bright spots.

In 2024, the total capital reached 14,663 billion VND, an increase of 1,132 billion VND compared to December 31, 2023. As of June 30, 2025, the total capital reached 15,674 billion VND, an increase of 1,010 billion VND compared to December 31, 2024. Regarding capital use, from the beginning of 2024, Gia Lai branch lent 4,447 billion VND to more than 91,000 poor, near-poor, newly escaped poverty households and other policy beneficiaries; debt collection turnover reached 3,316 billion VND (equal to 74.5% of loan turnover). From the beginning of 2025 to June 30, 2025, loan turnover reached 3,401 billion VND, an increase of 800 billion VND over the same period last year.

Regarding credit quality, the Social Policy Bank coordinates with the authorities, socio-political organizations entrusted at the commune level and relevant agencies to review and promptly complete documents to submit to competent authorities for consideration and decision on debt suspension and debt cancellation for eligible loans, at risk due to objective reasons, ensuring the rights of borrowers. As of June 30, 2025, the total overdue debt and debt suspension in the province was 20.69 billion VND, accounting for 0.13% of total outstanding debt, down 897 million VND compared to the beginning of the year. Of which, overdue debt was 9.69 billion VND, accounting for 0.06% of total outstanding debt, up 1.37 billion VND compared to the beginning of the year. Debt suspension was 11 billion VND, accounting for 0.07% of total outstanding debt, down 2.3 billion VND compared to the beginning of the year.

In particular, after the merger, the commune transaction activities were maintained stably at 373 commune transaction points, work procedures, information on policy credit programs, interest rates, outstanding debts, hotline addresses, and work handling procedures were fully and promptly disclosed in accordance with regulations. Coordination with socio-political organizations receiving entrustment at all levels continued to be implemented. In particular, the outstanding debt entrusted through the Women's Union at all levels in Gia Lai province reached 6,540 billion VND, accounting for 42.3% of the total outstanding debt entrusted to 2,269 savings and loan groups.

The effectiveness of policy credit capital has contributed to the successful implementation of the sustainable poverty reduction program, the construction of new rural areas and the socio -economic development of ethnic minority and mountainous areas; continued to affirm the "pillar" role of policy credit in poverty reduction, contributed to solving some essential problems of life for the poor and policy households in rural areas, limited black credit, created resources for localities to implement national target programs on poverty reduction, new rural construction, employment and social security.

Through policy credit capital in the province, it contributes to reducing the poverty rate of Gia Lai province at the end of 2024 from 11.24% to 7.07%, down 4.17% (of which the poverty rate of Binh Dinh province at the end of 2024 from 3.13% to 1.01%, down 2.12%; the poverty rate of Gia Lai province at the end of 2024 from 8.11% to 6.06%, down 2.05%).

Social policy credit capital has been implemented in 100% of communes, wards, 2,692 villages, hamlets and neighborhoods; attracted and created jobs for more than 46,858 workers; created conditions for nearly 6,000 students in difficult circumstances to borrow capital for their studies; built more than 69,360 clean water and rural environmental sanitation projects ; 5,860 households in difficult areas borrowed capital for production and business, increased income to improve their lives and gradually escape poverty; supported the construction of 564 social houses , supported the construction of 1,613 houses for poor households, supported 575 poor ethnic minority households to borrow new capital, repair houses for living, 300 subjects who had completed their prison sentences were given loans to do business, stabilize their lives, and integrate into the community.

In addition to the achieved results, social policy credit activities in the province still face difficulties such as the capital demand to implement the loan program to create jobs in the locality is still very large, but this capital source is still limited and has not met the capital demand of customers. Along with that, the implementation of the merger of communes, some places where the headquarters of the People's Committee, commune-level unions and savings and loan groups are located are still far away, leading to difficulties in implementing the task of implementing policy credit in the area.

Focus on propaganda work on effective use of credit capital

To better implement the activities of the Provincial Board of Directors' Representative Board, consolidate and improve credit quality activities in Gia Lai province, Member of the Party Central Committee, Vice President of the Vietnam Fatherland Front Central Committee, President of the Vietnam Women's Union Nguyen Thi Tuyen requested members of the Board of Directors' Representative Board, Directors, officers and employees of the Gia Lai branch of the Social Policy Bank and socio-political organizations receiving the trust to continue to closely follow the directions, orientations and solutions set out, in which the Provincial Board of Directors' Representative Board needs to closely follow the directions of the Board of Directors, guidance documents of the Social Policy Bank, regularly report and advise the Provincial People's Committee to direct the branch and transaction offices to coordinate with entrusted socio-political organizations, commune-level Poverty Reduction Boards to propagate, deploy, organize management and implement social policy credit in accordance with the Government's regulations; Maintain regular meetings at the prescribed time to evaluate the implementation results of the Resolution and promptly resolve difficulties and problems as well as proposals and recommendations from localities.

Along with that, the Provincial Social Policy Bank needs to continue advising the Party Committee, People's Council and People's Committee to effectively implement Directive No. 40-CT/TW of the Party Central Committee's Secretariat on strengthening the Party's leadership over social policy credit; Directive No. 39-CT/TW dated October 30, 2024 of the Party Central Committee's Secretariat on improving the effectiveness of social policy credit in the new period; advising the Party Committee to continue balancing and prioritizing the allocation of local budgets entrusted to the Social Policy Bank for lending to poor households and other policy beneficiaries; Directing relevant Departments, Branches, Social Policy Bank branches and entrusted social work organizations to focus on integrating lending with technology transfer; developing education, vocational training, job creation; closely following local agricultural and rural development programs and policies; Focus on implementing solutions to improve credit quality, reduce overdue debt at transaction offices and areas with high overdue debt rates; improve the quality of commune transaction activities, the quality of savings and loan groups; reduce the number of savings and loan groups classified as average.

Regarding socio-political organizations, Chairwoman Nguyen Thi Tuyen emphasized that all levels need to fully and effectively implement the contents of the trust according to the new Joint Document and the new signed Trust Contract; regularly propagate, disseminate and coordinate promptly in the implementation of social policy credit and the activities of the Social Policy Bank in the locality. In addition, the Chairmen of the People's Committees at the commune level - members of the Board of Directors' Representative Board need to promote their roles and responsibilities in managing, inspecting, supervising, and removing difficulties and obstacles in the implementation of social policy credit in the locality.

In the mass mobilization work, the President of the Vietnam Women's Union emphasized that the Vietnam Bank for Social Policies and socio-political organizations need to step up propaganda work, raise awareness and sense of responsibility of borrowers in borrowing, using loans, repaying loan principal and interest; support, exchange experiences, and guide members on how to organize production and business among members of the Savings and Loan Group to increase the efficiency of capital use; proactively and regularly review and supplement loan subjects; regularly review and grasp information of borrowers, especially those who have left their place of residence to have appropriate debt management and settlement solutions.

Regarding the recommendations and proposals of the Gia Lai Provincial Social Policy Bank branch, the members of the Board of Directors of the Gia Lai Provincial Social Policy Bank, the Inspection and Supervision Team recorded and reported to the Chairman of the Board of Directors for consideration and proposed to competent authorities for consideration and resolution.

On behalf of the provincial People's Committee, Vice Chairman of Gia Lai Provincial People's Committee Lam Hai Giang accepted the instructions of Chairwoman of Vietnam Women's Union Nguyen Thi Tuyen, and emphasized that the Provincial Party Committee, People's Committee, and Vietnam Fatherland Front Committee of Gia Lai province will continue to study and pay special attention to the work of entrusting loans of the Vietnam Bank for Social Policies through socio-political organizations, closely directing and removing difficulties and obstacles at all levels in the coming time.
