On the afternoon of April 8, Prime Minister Pham Minh Chinh attended and delivered a speech at the Ceremony to announce the Index for assessing the implementation results of Free Trade Agreements (FTA Index) in 2024, organized by the Ministry of Industry and Trade in person in Hanoi and online nationwide. Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son also attended. The FTA Index is a new, quantitative and systematic tool, built on a survey of enterprises in 63 provinces and cities nationwide. The survey focuses on four main aspects: The level of access to information about FTAs by enterprises; compliance with domestic legal regulations from FTA commitments; effectiveness of programs and policies to support enterprises in taking advantage of FTAs; implementation of sustainable development commitments at the local level, while recording the difficulties and obstacles that enterprises are facing. The FTA Index is a composite score of four component indexes on a 10-point scale and synthesized into a 40-point scale. According to the FTA Index, Khanh Hoa province scored 32.92 points, ranking 4th out of 63 provinces and centrally-run cities. Khanh Hoa province is also the province with the highest score in the Component Index of implementing legal regulations to implement FTAs.
At the announcement ceremony, Prime Minister Pham Minh Chinh and the Minister of Industry and Trade awarded certificates of merit to localities with achievements and good results in evaluating the implementation results of the FTA Index in 2024. Prime Minister Pham Minh Chinh assessed that the FTA Index was announced for the first time, quantitative and systematic, aiming to provide a transparent and objective database for the Government, central and local agencies in directing, supervising and operating integration work; supporting localities in assessing the results of FTA implementation according to the proposed action program; at the same time, it is the basis for planning policies and development strategies suitable to the conditions and potentials of each locality. The Prime Minister also directed ministries and branches of the Government to have solutions to promote the effectiveness of FTAs, especially new-generation FTAs; diversify markets, products, and supply chains of goods for potential markets; the Ministry of Industry and Trade continues to complete and deploy the FTA Index annually.
