Inauguration and groundbreaking of 250 projects simultaneously, spreading widely throughout society about breakthroughs in strategic infrastructure construction

The central bridge at the National Exhibition and Convention Center will connect directly and online to the remaining major bridges.

Telegram to Ministers, Heads of ministerial-level agencies, Government agencies; Secretaries, Chairmen of People's Committees of provinces and centrally-run cities; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency ; Editor-in-Chief of Nhan Dan Newspaper; Chairman and General Director of the Military Industry-Telecoms Group; Chairman of the Board of Directors of Vietnam Posts and Telecommunications Group; Chairmen of the Board of Members, General Directors of Groups and Corporations under the Ministry of Finance.

To prepare for the inauguration and groundbreaking ceremony of 250 projects and works with a total investment of VND 1,280,000 billion to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) on August 19, 2025, the Prime Minister issued Official Dispatches No. 57/CD-TTg dated May 5, 2025 and Official Dispatch No. 129/CD-TTg dated August 7, 2025 assigning specific tasks to ministries, branches, People's Committees of provinces and cities, corporations, general companies, and related units.

Creating a widespread impact throughout society on breakthroughs in strategic infrastructure construction

There is very little time left until August 19, 2025. To ensure the best preparation for this important political event, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations, General Companies, and relevant units strictly implement the Prime Minister's direction in Official Dispatch No. 129/CD-TTg dated August 7, 2025 and proactively direct the development of a program that is solemn, safe, effective, and creates a widespread impact among the People and the whole society on breakthroughs in building strategic infrastructure nationwide.

Prepare all material and technical conditions to organize the inauguration and groundbreaking ceremony solemnly, effectively, economically and safely.

2. Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally-run cities direct corporations, general companies, Investors/Project Owners:

a) Proactively prepare all material and technical conditions to organize the inauguration and groundbreaking ceremonies of works and projects under the agency's management according to the general scenario developed by Vietnam Television, ensuring solemnity, efficiency, economy and safety.

b) Closely coordinate with Vietnam Television, Vietnam Posts and Telecommunications Group (VNPT), Military Industry and Telecommunications Group (VIETTEL), and the Ministry of Construction in the preparation process for the Ceremony to take place successfully.

c) Responsible for: (1) Progress and quality of events assigned to organize, ensuring all stages of event preparation (theatre, tables and chairs, sound, LED screen, power grid...); (2) Coordinate with VNPT, VIETTEL to connect transmission lines; (3) Coordinate with Vietnam Television/Local Television Station to produce and provide visual and audio signals that meet technical and script requirements, meet online television requirements and broadcast live on national television. (4) Provide Vietnam Television and the Organizing Committee with beautiful visual materials about works and projects to include in the broadcast program, send to email address: congtrinh80nam@gmail.com by August 15, 2025; (5) Take full responsibility for events organized by their agencies and units.

d) Proactively choose a professional event organizer with capacity and experience in organizing events to implement.

d) Proactively invite representatives of relevant agencies, units and people to attend the Ceremony.

Ensure safety, security, power supply, traffic organization, medical care, and fire prevention and fighting at the event area.

3. The Chairman of the People's Committee of the provinces and centrally-run cities directs:

a) Radio and television stations, VNPT, and VIETTEL of the province/city ensure transmission connection and provide online images from local bridges to the main bridge at the Vietnam Exhibition Center in Hanoi.

b) Provincial authorities deploy plans to ensure safety, security, power supply, traffic organization, healthcare, and fire prevention and fighting at the event area.

c) Assign a leader of the Provincial/City People's Committee or authorized person to direct and coordinate with the Organizing Committee; Take full responsibility for events organized by the Provincial/City People's Committee to meet the requirements of online television and live broadcast on national television.

d) For the main bridges with the participation of leaders of the Party, State, Fatherland Front, central ministries and branches: Direct the provincial/municipal Radio and Television Station to arrange program hosts at the bridges in the province/city; produce and provide images for VNPT and VIETTEL to transmit to the central bridge at the Vietnam Exhibition Center; request the event organizer to coordinate with VNPT and VIETTEL to receive and broadcast program images on LED screens at the event.

At the remaining points, direct the Investor/Project Management Board, Investors of works and projects to request the event organizer to coordinate with VNPT and VIETTEL to provide television signals to the central point and receive and broadcast program images on LED screens at the event.

Communication before, during and after the event

4. The General Director of Vietnam Television directed:

a) Preside with the Voice of Vietnam and Vietnam News Agency to develop detailed scripts and programs for the Ceremony and send them to the Ministry of Construction, ministries, branches, localities, corporations and general companies on August 15, 2025 for synthesis and unified implementation at the connecting points. Preside over communications before, during and after the event on the channels and social network ecosystem of the Station.

b) Preside over program production, direct, organize programs according to live and online TV scripts between connecting points (about 80 connecting points), receive signals from VNPT, VIETTEL and broadcast on VTV.

c) Coordinate with VNPT, VIETTEL, local television stations, investors and relevant agencies and units to be responsible for producing images and recording agencies, investors, and construction contractors speaking at the bridge points with the participation of Party, State, Government and local leaders.

d) Responsible for general rehearsal of the program according to the script, ensuring quality, progress, effects and spread.

e) Take the lead in developing music programs (unique, typical) at the main bridge to promote and arouse heroic spirit, create motivation and inspiration for people and businesses to continue to participate and contribute to the common development of the country.

g) Arrange for MCs at the connecting points where Party, State, Government leaders, local leaders, investors, contractors, and people directly speak.

h) Proactively implement other related contents according to VTV's plans and programs.

Ensure connection before 3:00 p.m. on August 15, 2025

5. The Chairman of the Board of Members of Vietnam Posts and Telecommunications Group (VNPT) directed:

a) Preside and coordinate with VIETTEL to be responsible for: (1) Transmission infrastructure, ensuring connection of transmission lines before 3:00 p.m. on August 15, 2025; (2) Providing technical personnel at the bridge points (request to send the list of responsible staff to the organizing committee); (3) Providing all online signals of the event for VTV to use to broadcast live on national television; (4) Synthesizing images of the bridge points and providing signals to be broadcast on LED screens at the bridge points; (5) Issuing request documents to guide investors and project managers to deploy online connection with the main bridge point at the National Exhibition Fair Center.

b) At 34 connection points: (1) assign VNPT staff to be responsible for connecting VNPT with the event organization team (in charge of sound, LED screen) and the image production team of VTV or local TV station... to ensure the transmission of images and sounds from the connection points to the central connection point at the National Exhibition Fair Center (2) Provide image and sound signals of the program to the event organization unit to project onto the screen.

c) At the remaining connection points: (1) responsible for connecting with event organizers, providing transmission lines, equipment, cameras and personnel to connect and transmit image signals to the main connection point; (2) Providing image and sound signals of the program to the event organizer to project onto the screen.

6. The Chairman of the Hanoi People's Committee directed the Investor of the National Exhibition Fair Center (central bridge point):

a) Preside and be responsible for organizing events at the main point - the National Exhibition and Fair Center according to plan, scenario and requirements.

b) Preside and coordinate with Vietnam Television, VNPT, VIETTEL and related units: (1) Deploy the connection of live and online television transmission lines from the bridge points to the main bridge point of Hanoi City (National Exhibition and Fair Center); (2) Connect online technical connections between the bridge points with the participation of leaders of the Party, State, National Assembly, Vietnam Fatherland Front, Government leaders, Ministers, Heads of ministerial-level agencies, and local leaders; (3) Connect transmission lines and recording to provide signals at the main bridge point to ensure online and broadcasting requirements.

7. The Minister of Public Security directs the development of plans and directs local police to ensure security, safety, and traffic flow during the event.

8. Vietnam News Agency, Voice of Vietnam, Nhan Dan Newspaper, media agencies and newspapers: Develop plans and implement communication programs before, during and after the event to ensure rich and impressive content and form, creating a spread of positive energy among the people to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025); at the same time, create motivation and inspiration to promptly and on schedule, improving the quality of projects being and will be implemented in the coming time.

9. Assign the Ministry of Construction and the Government Office, according to their assigned functions and tasks, to monitor, urge, and inspect ministries, agencies, and localities in performing the tasks assigned in this Official Dispatch, promptly report to Deputy Prime Minister Tran Hong Ha for consideration and direction of overall handling; in case of exceeding authority, report to the Prime Minister./.
