The project belongs to the City Water Environment Improvement Project Phase 2. The City Water Environment Improvement Project, Tau Hu - Ben Nghe - Doi - Te Canal Basin Phase 2 (City Water Environment Improvement Project Phase 2) has a service basin area of 2,530 hectares in 8 districts including: Districts 4, 5, 6, 7, 8, 10, 11 and Binh Chanh District. The investor is the East-West Highway Construction Project Management Board and City Water Environment (Transportation Construction Investment Project Management Board).
The project has a total investment of VND11,300 billion, of which Japanese ODA loan is VND9,850 billion (accounting for 87%) and counterpart capital from the city budget is VND1,450 billion (accounting for 13%).
The project has the following objectives: completing the stormwater drainage system, solving flooding at flooded areas in the basin. Dredging and renovating Tau Hu, Ben Nghe, Ngang Canals No. 1, 2, 3 and part of Hang Bang Canal. Collecting and treating domestic wastewater in the basin; increasing the capacity of Dong Dien pumping station and Binh Hung wastewater treatment plant from 141,000 m3/day of phase 1 to 469,000 m3/day. Urban beautification, restoring the water surface of part of Hang Bang Canal, protecting the environment and contributing to improving the quality of life of the people.
A total of 192 households and 2 agencies had to be relocated and cleared to serve the project implementation. The project's construction packages were started in 2015 and 2016 and completed in 2019 to 2023 (except for the dredging of Ngang Canal No. 1 and Tau Hu Canal under Package F2 which will continue to be implemented in 2024).
Mr. Luong Minh Phuc - Director of the Management Board of Investment and Construction of Traffic Works of Ho Chi Minh City shared that the City Water Environment Improvement Project Phase 2, together with the previous City Water Environment Improvement Project Phase 1, can be considered typical examples of effective use of Japanese ODA loans and the city's counterpart funds in water environment protection.
Since 2009, when Binh Hung Wastewater Treatment Plant Phase 1, together with the sewer collection system and Dong Dieu wastewater pumping station, came into operation, about 650 million m3 of wastewater in the Tau Hu - Ben Nghe - Doi - Te canal basin has been collected and not discharged directly into the canal causing pollution as before, and has been treated to meet environmental standards. Thereby, the green color on Tau Hu - Ben Nghe canal has been gradually restored.
It is expected that after the City Water Environment Improvement Project Phase 3 is completed in the period of 2025-2030, the entire Tau Hu - Ben Nghe - Doi - Te canals will be restored to green, creating a premise for the goal of economic , social, tourism, waterway transport development and improving the quality of life of people in the basin.
Speaking at the inauguration ceremony, Mr. Bui Xuan Cuong - Vice Chairman of Ho Chi Minh City People's Committee said that Ho Chi Minh City always considers environmental protection, increasing green areas, waste and wastewater treatment, renovating canals, and improving the lives of people living on and along canals and ditches as the core tasks of the entire political system.
The two key tasks that the city strives to lead and implement by 2020 are the collection and treatment of 100% of domestic wastewater in 12 drainage basins of the city with a total volume of about 3 million m3/day and the collection and treatment by incineration technology to generate electricity and recycle 100% of the waste volume in the city.
The operation of Binh Hung plant will increase the city's wastewater collection and treatment rate from 20.6% to 40.8%, expected to reach 71.3% by 2025 after the Nhieu Loc - Thi Nghe wastewater treatment plant with a capacity of 480,000m3/day is put into operation.
